Incheon’s Michuhol-gu District (Mayor Kim Jung-sik) is setting up a system that uses artificial intelligence (AI) to detect early signs of emotional isolation and crisis among residents who live alone. The district said on the 27th that it signed a “business agreement for building an AI-based emotional safety net for single-person households” with AI company Simsimi Inc. (CEO Choi Jung-hoe) at the district mayor’s office on the 26th.

The agreement focuses on identifying warning signs before a crisis becomes visible. When residents who live alone develop physical or mental health problems, people around them often fail to notice. Welfare workers have long cited this as a problem, saying that existing welfare administration, which relies on residents applying for help themselves or on tips from neighbors, often leads to delayed assistance. The district plans to test in the field whether technology can fill this gap.
The project is being carried out in conjunction with a government research and development program. It is linked to the “Real-World Proactive Agentic AI Technology Development Project” run by the Ministry of Science and ICT and the Institute for Information & Communication Technology Planning and Evaluation (IITP). The district aims to check whether AI technology actually works in the local community and to reflect the pilot results in data-driven welfare policy.
Simsimi Inc., the district’s partner in the agreement, is developing technology to detect risk signals in single-person households. The technology uses AI to analyze multiple types of information together, including voice, biometric data and digital device usage records, to catch abnormal signs such as emotional isolation or changes in daily patterns at an early stage and connect them to the necessary support.
The two organizations have also defined their roles. They will jointly handle the administrative cooperation needed to apply the technology in the field, as well as recruiting participants for the pilot and providing information about the project. They also agreed to work together on using the pilot results and de-identified and statistical data for policy, and on sharing and publicizing the project’s outcomes. Since the two sides agreed to use data processed so that individuals cannot be identified for policy purposes, how personal information will be protected in a project handling sensitive information is also a point to watch.

The lack of a financial burden is another notable feature. The district can assess the effectiveness of AI-based support services for single-person households and whether they can be applied locally without spending any of its own budget. Emotional and behavioral analysis data and crisis-sign analysis data accumulated during the pilot will be used in shaping future welfare policies, including preventing lonely deaths and identifying people falling through the cracks of the welfare system.
“To respond proactively to social isolation and lonely deaths, it is important to link welfare administration with new technology,” Mayor Kim Jung-sik said. “Through this agreement, we will confirm the potential of AI technology in the field and work to ensure that its results lead to welfare policies that provide practical help to residents.”
The agreement is significant as a starting point for expanding the district’s care for single-person households from an approach that relied solely on people to identify those in need to one supplemented by data and technology. However, actual results will depend on how well the pilot confirms the accuracy of detection and the effectiveness of linking people to support, so it remains to be seen how the results will translate into policy.
