Incheon Metropolitan City (Mayor Park Chan-dae, 박찬대) announced on the 15th that it is steadily carrying out all necessary work, including the expansion of the Gongchon Wastewater Treatment Plant and the detailed design of an emergency pipeline, to prevent any delay in the completion of Starfield Cheongna. The emergency pipeline connection project, spanning a total of 2.1km, is currently in the final stages of detailed design, with the final design set to be completed by August 2026.

Gongchon Wastewater Treatment Plant Expansion… Emergency Pipeline to Secure Treatment Capacity First
The Gongchon Wastewater Treatment Plant, which handles sewage treatment for the Cheongna International City (청라국제도시) area, is being expanded to respond to the growing population and brisk investment attraction in the area.
To secure additional sewage treatment capacity until the expansion work is completed in April 2030, Incheon City is pushing forward an emergency pipeline connection project that will allow part of the sewage from the Gongchon plant to be treated at the Gajwa Wastewater Treatment Plant (가좌하수처리장), and is currently carrying out route surveying and ground investigations.
Incheon City to Cover Additional Project Costs… Coordination with Rep. Lee Yong-woo
Under the previous city administration, decisions on budget allocation and the project’s implementing body were delayed, so the Incheon Free Economic Zone Authority (경제자유구역청) had taken the lead in pushing forward the detailed design first to secure the golden time. As the design neared completion under the 9th popularly elected administration (민선 9기), the issue of additional project costs arose.
To prevent any disruption to the operating schedule of Starfield Cheongna, which is set to open in 2028, Incheon City decided to cover the additional costs needed for the sewage pipeline construction, and worked out a solution together with Rep. Lee Yong-woo (이용우) of the National Assembly to secure the funding and ensure swift implementation.
5,000 Additional Tons of Daily Treatment Capacity… Mayor Park Chan-dae: “We Will Closely Review Every Follow-up Procedure”
Once the emergency pipeline connection project is completed, the Gongchon Wastewater Treatment Plant’s daily sewage treatment capacity will increase by an additional 5,000 tons, which is expected to resolve the sewage treatment issue for Starfield Cheongna as well.
Mayor Park Chan-dae said, “We will closely review every follow-up procedure — from budget allocation and signing agreements to construction orders and groundbreaking — to ensure there is no disruption to the 2028 opening schedule.” He added, “Infrastructure is a core facility that improves citizens’ quality of life and serves as the foundation for attracting investment and revitalizing the local economy.”
