Namdong-gu (남동구), Incheon, announced on the 14th that it has selected the Namdong National Industrial Complex (남동국가산업단지) as the site for the government’s culture-leading industrial park development project. The achievement came through a joint application submitted with Incheon Metropolitan City (인천시), and a total of KRW 58.7 billion will be invested over four years starting in 2026 to reorganize the aging industrial park into a manufacturing-culture fusion space that attracts young people. Namdong-gu Chief Lee Byung-rae (이병래) plans to make this a practical, on-the-ground implementation of his 9th popularly elected administration’s slogan, ‘Great Namdong Transformation That Changes My Life.’

Five Strategies, 43 Detailed Projects to Be Rolled Out in Phases
Namdong-gu and Incheon Metropolitan City (인천시) will phase in five strategies, ten key initiatives, and 43 detailed projects, including remodeling aging factories, expanding cultural, creative, and leisure facilities using idle sites and green spaces, upgrading the industrial and startup ecosystem, and improving pedestrian and traffic conditions.
Through this effort, the district aims to reorganize the aging, production-centered industrial park into a manufacturing-culture fusion space that draws young people, simultaneously restoring the complex’s competitiveness and revitalizing the local community.
Four-Story Multipurpose Culture Center to Be Built at Namdong Neighborhood Park
The centerpiece landmark of the project is a four-story multipurpose culture center to be built on part of the site within Namdong Neighborhood Park (남동근린공원). Namdong-gu will directly oversee its construction and take responsibility for its operation going forward.
Each floor will feature distinct cultural and convenience spaces for workers and residents, providing workers at the Namdong Industrial Complex with a healing space where they can enjoy a healthy work-life balance.
Chief Lee Byung-rae: “Leaping Forward as a City Where Industry and Culture Coexist”
Namdong-gu Chief Lee Byung-rae (이병래) said, “Being selected as a culture-leading industrial park is the starting point for Namdong-gu to move beyond a manufacturing-centered city and leap forward as a new industrial city where work and culture coexist.”
He added, “We will build a Namdong-style transformation model that achieves both stronger industrial competitiveness and a better quality of life, and grow it into a leading example for industrial cities not only in Incheon but across the country.”
