Turning Local Agendas into Citizen-Participatory Cultural Projects
The Incheon Foundation for Arts & Culture (인천문화재단) shared ‘Citizen X’ (시민X) as a case demonstrating the role of regional cultural foundations as agents of cultural arts planning and mediation, earning recognition as a best practice.
‘Citizen X’ (시민X), run by the foundation’s Regional Culture Team, is a citizen-led cultural planning program in which local cultural planners and citizens jointly turn Incheon’s local agendas into cultural projects. The ‘X’ represents the various points of connection where citizens and communities meet.
Through initiatives such as Citizen X Community, Citizen X Ecosystem, and Citizen X Multiculture, the program has expanded the local character and citizen experiences found throughout Incheon into cultural and artistic activities.

The foundation supported 12 projects in 2025, and has expanded its support to 15 projects in 2026.
An official from the Incheon Foundation for Arts & Culture (인천문화재단) said, “This award confirms the achievements of ‘Citizen X’ (시민X), which has brought citizens and local cultural planners together to turn Incheon’s local agendas into cultural projects,” adding, “We will continue working to ensure these achievements keep spreading within the local cultural ecosystem.”
