Incheon’s Yeonsu-gu (연수구), led by District Chief Lee Jae-ho (이재호), will operate the ‘2026 Local Tax Revenue Delinquency Management Team’ on a temporary basis for five months from July through November in order to systematically resolve outstanding local tax and non-tax revenue arrears and bolster autonomous fiscal resources. Composition and Operation of the Local Tax Revenue Delinquency Management Team
The Delinquency Management Team will consist of fixed-term workers and dedicated tax department staff, conducting home visits and phone consultations with local tax and non-tax revenue delinquents to carry out tailored management and collection activities based on the type of delinquency.
Delinquents with the ability to pay will be encouraged to settle their arrears voluntarily, while livelihood-type delinquents facing temporary financial hardship will be guided through installment payment options. Where necessary, the team plans to connect individuals with welfare services to help resolve the underlying causes of delinquency.

Expansion Planned from Next Year Following Pilot Run — Expected to Boost Collection Rates and Improve Tax-Paying Culture
Based on the results of this year’s pilot operation, the district plans to expand both the operating period and dedicated staffing of the Delinquency Management Team beginning next year, continuing the program on an ongoing basis.
District Chief Lee Jae-ho (이재호 구청장) stated, ‘Operating the Delinquency Management Team goes beyond simple collection — it is tailored administration that looks carefully at each delinquent’s individual circumstances,’ adding, ‘We will do our utmost to ensure fair tax administration and foster a sound culture of tax compliance.’
