Six operators (consortiums) have submitted proposals in response to the open call for participants in the ‘AI for All’ project (모두의 AI) being promoted by the Ministry of Science and ICT (Deputy Prime Minister and Minister Bae Kyung-hoon). The ministry plans to select an operator by the end of this month through document, written and presentation evaluations, and to begin the service within the year.

Following its July 14 announcement of the full-scale launch of the ‘AI for All’ project, the Ministry of Science and ICT said a total of six proposals were received in response to the recent open call for participating operators. ‘AI for All’ is an initiative to create public AI services that citizens can use in daily life, drawing on AI models developed with domestic technology.
The proposals received were listed in Korean alphabetical order based on the lead organization. SK Telecom (SKT) formed a consortium with Goodoc, Nota, the Korea Central Center for the Support of Elderly Living Alone, Liner, Soundable Health Korea, Selectstar, Shinhan Card, Alfred, SK Broadband, A2US, Aim Intelligence, Elice Group, Channel Corporation, TMAP Mobility, Persona AI, Hana Card, the Korea Association of Certified Public Tax Accountants’ IT corporation, Habit Factory and Hashed Ventures.
MKD and Xenon each submitted proposals on their own. ESTsoft joined hands with Megazone, BeDraft, Suresofttech, Wisenut, ESTaid, Polaris Office and the Korea Productivity Center.
Kakao put together a consortium with Day1 Company, Lunit, Seoul National University Hospital, Shinhan Bank, the LG Management Development Institute’s AI Research Center, LG CNS, LG Uplus, LG Electronics, Worksphere LLC, Wonderful Platform, Jobis&Villains, Kakao Enterprise, Crowdworks and FuriosaAI. KT took part together with Daum, DeepSearch, Lablup, Rebellions, Mathpresso, Motif Technologies, Musinsa, VESSL AI Korea, BC Card, Saltlux, Actionpower, Upstage, NC AI, Zigbang, Connectwave and the Korea Educational Broadcasting System.
The proposals drew participation not only from large telecom and platform firms but also from companies and institutions across a range of fields, including healthcare, finance, education, mobility, semiconductors and retail. This is seen as reflecting the project’s aim of spreading domestically developed AI models into services across various industries.
The Ministry of Science and ICT said it will proceed sequentially with a review of the submitted documents for eligibility, a written evaluation (pass-or-fail screening) and a presentation evaluation, in order to select an operator by the end of this month. It then plans to launch the service within the year after signing an agreement and running a beta service, among other steps.
If the project proceeds as planned, citizens will be able to directly use services based on AI models developed with domestic technology in their everyday lives. Attention is focused on whether it will serve as a turning point to reduce dependence on specific foreign technologies and to strengthen the competitiveness of the domestic AI ecosystem as a whole. Related inquiries can be directed to the Artificial Intelligence Policy Planning Division of the Artificial Intelligence Policy Bureau at the Ministry of Science and ICT.
