The City of Incheon is inviting ideas from the public to reflect in its policies the concerns and solutions that citizens experience firsthand at the employment front line. The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it will hold the ‘Incheon Jobs I Create’ citizen proposal contest throughout the month of October, in line with the establishment of its comprehensive employment measures plan for the 9th popularly elected administration.

The contest was arranged to move away from the top-down, administration-driven approach to policymaking, and instead to translate the real difficulties citizens face while seeking or holding jobs — along with ideas for improvement — into concrete, actionable municipal initiatives. The aim is to involve citizens, as the end users of policy, from the design stage so that the city can develop employment programs that people genuinely feel the benefit of.
The contest spans the full range of Incheon’s employment policy. Its main areas include ▲improving access to job placement, recruitment, and employment information ▲tailored support for specific groups such as young people, middle-aged and older workers, and women ▲helping workers retain their jobs and supporting job changes, transfers, and career transitions ▲easing labor shortages and improving working conditions at the region’s key industries and at small, medium, and manufacturing firms ▲and jobs that respond to future industrial changes such as AI and digital transformation. The city explained that citizens may freely submit any idea they feel is needed, regardless of area.
Any citizen interested in Incheon’s employment policy may take part. Applications are submitted through a PC and mobile web page (https://incheon-jobs-idea.cwoo.workers.dev/), where participants can describe specific inconveniences and ideas for improvement.
The city plans to review the submitted proposals comprehensively — assessing policy necessity, feasibility, and expected impact — and to select five outstanding proposals. Each winner will receive a mobile gift voucher worth 100,000 won, and a separate event will award mobile beverage coupons to 100 general participants chosen by lottery. Notably, outstanding ideas whose effectiveness is verified will be actively adopted and implemented as new Incheon employment programs going forward — a point drawing attention, as it means the contest will not stop at mere idea-gathering but can lead to actual policy.
