Yeonsu-gu District (Mayor Lee Jae-ho) in Incheon held a “Briefing on Pledges for the 9th Popularly Elected Term” to mark its 100th day in office and reviewed implementation plans for 90 pledges in six areas. The district plans to publish its action plan for the 9th-term pledges on the district office website in December.

The briefing was held ahead of the final confirmation of the pledges. It focused on comprehensively examining project details, required budgets and year-by-year implementation plans based on the action plans prepared by each department.
The pledges awaiting confirmation total 90 in six areas: 11 under “A Comfortable and Happy Administrative and Safe City for Residents,” 23 under “A Welfare City Full of Sharing and Consideration,” 21 under “An Education and Cultural City Imbued with Intellect and Dignity,” 13 under “A Pleasant and Relaxed Environmental and Green City,” 9 under “A Prosperous Economic City Where Jobs and Domestic Demand Circulate,” and 13 under “A Harmonious City Where the Old Downtown and the International City Thrive Together.”
The list of pledges underwent a first review in August at a meeting of the “9th-Term Pledge Implementation Evaluation Panel,” which is composed of residents. The departments in charge then fleshed out the content in action plans that include policy goals, budgets and year-by-year implementation plans for each project.
The district said it intends to use the briefing as an opportunity to extend the action-oriented administration it has pursued over the past 100 days to its pledges as a whole. On its first day in office, it delivered “Yeonsu Proposal No. 1” to Incheon City, and it has since continued a “three-stage policy request” that reaches the Ministry of the Interior and Safety and the National Assembly, seeking institutional and financial support for issues that are difficult for the district to resolve on its own.
Going forward, the district will refine each department’s action plan based on the briefing results, including by gathering residents’ opinions. After the pledges are finalized, it will manage progress through quarterly self-reviews and evaluations by residents on the pledge implementation evaluation panel, and will also make the implementation process and major achievements public to residents.
With the list of pledges, budgets and year-by-year schedules to be made public and resident evaluations conducted alongside, a structure is being put in place in which residents can directly check and scrutinize how well the pledges are being carried out.
Mayor Lee Jae-ho of Yeonsu-gu District said, “The past 100 days were a time to lay the groundwork for putting into action the promises we made to residents.” He added, “We will refine the action plans carefully and push ahead swiftly so that they lead to changes residents can feel.”
