Protecting affected residents while easing the compensation burden on families of people with developmental disabilities
The ‘Daily Life Liability Insurance for People with Developmental Disabilities,’ which Guro-gu (Mayor Jang In-hong) has operated since March of this year, is serving as a safety net that protects people with developmental disabilities, their families and affected residents, having provided actual compensation for a variety of accidents occurring in daily life.
People with developmental disabilities may experience unexpected accidents in the course of daily life due to sudden behavior associated with the characteristics of their disability or difficulty in assessing situations. When an accident occurs, guardians or family members may have to bear liability for compensation, which can lead to financial and psychological burdens.
In response, the district supports the collective enrollment of people with developmental disabilities who are registered as residents of Guro-gu in daily life liability insurance, without requiring a separate application process.
From March 1, when the insurance took effect, through June 30, eight accidents that occurred at home or during outside activities were reported. These included a range of property and personal injury accidents, such as damage to a TV and an air purifier, damage to a vehicle and to bus facilities, and injury to a pedestrian while riding a bicycle.
Of these, a total of 2.74 million won was paid out for accidents for which insurance payments have been completed, while payment procedures are currently under way for some accidents. Through the insurance, affected residents were compensated for losses resulting from the accidents, and families of people with developmental disabilities were able to ease the burden of unexpectedly incurred damages.

The insurance covers liability for compensation incurred when a person with a developmental disability causes harm to another person’s body or property in the course of daily life, up to a maximum of 50 million won per accident. The deductible is 20,000 won, and coverage of up to 50 million won is also provided in cases of residual disability resulting from injury.
Enrollment is automatic upon moving into Guro-gu, and coverage is automatically terminated upon moving to another area.
To receive insurance payments, the insured person or their legal representative may file a claim directly with the insurance company after an accident, along with the relevant documents. The district provides administrative support, including verification of eligibility and guidance on the claim process.
The district plans to continue reviewing accident reports and compensation cases going forward, and to strengthen its outreach through community service centers and welfare facilities for people with disabilities so that no eligible person or family goes without support due to a lack of awareness of the insurance coverage.
Guro-gu Mayor Jang In-hong said, “Since the insurance took effect, actual compensation has been provided in everyday situations, confirming the need for a system that eases the burden on families of people with developmental disabilities while also protecting affected residents.” He added, “We will continue to build a comprehensive welfare safety net that offers practical assistance so that people with disabilities and their families can live with greater peace of mind.”
