Jemulpo-gu Brings Integrated Care Training to Some 370 Community Social Security Council Members

Training tours councils in all 18 neighborhoods through November; sessions in six neighborhoods completed in September to help members find residents missing out on care and connect them to services

Jemulpo-gu District (Mayor Kim Chan-jin) in Incheon is holding its “2026 Outreach Integrated Care Training” for some 370 members of the Community Social Security Councils in its 18 neighborhoods (dong), as part of efforts to reduce gaps in care. The district completed training in six neighborhoods in September and plans to visit all 18 in turn by November.

Council members, who receive the training, live closest to residents in their neighborhoods and are responsible for identifying neighbors in need of help. The district organized the training on the view that members need an accurate understanding of the integrated care program to spot residents who need care early and connect them with appropriate services.

Integrated care is a system that links various forms of support so that residents who need care can continue living in their own communities. Like any such program, it is effective only if the people who need it know about it. Because it is difficult for administrative agencies to look into the circumstances of every household directly, council members who know their neighborhoods well can reduce the number of residents in need who are overlooked if they understand the system.

Feedback from members who have completed the training has been positive. Members said they had learned in detail about the services available through integrated care and how to apply, allowing them to guide neighbors right away. During the Q&A sessions, many members cited real cases of older residents around them and asked how to connect them to services.

The training is conducted neighborhood by neighborhood in a set order. In September, the district completed sessions in six neighborhoods: Yulmok-dong, Sinpo-dong, Songnim 4-dong, Geumchang-dong, Songhyeon 1·2-dong and Songnim 6-dong. The remaining neighborhoods will be visited in turn through November, completing training for all 18.

“True community integrated care is achieved not only through administrative efforts but when residents’ interest and participation are added,” Jemulpo-gu Mayor Kim Chan-jin said. “Through community care built together with residents, we will make Jemulpo-gu a place where no one is left out.”

The training aims to enable council members to serve as a care network linking the administration and residents. Once training in all 18 neighborhoods is completed, members across Jemulpo-gu will be able to identify neighbors in need of care and connect them with services, which is expected to help reduce gaps in support for vulnerable groups such as older people living alone.
