The session was co-hosted by the Ministry of Science and ICT, the Digital Platform Policy Forum (chaired by Professor Lee Won-woo of Seoul National University), the Korea Internet Corporations Association, and the Korea Information and Communications Law Association. The Digital Platform Policy Forum has been in operation since 2021 to comprehensively discuss and research domestic and international platform issues and pending matters.
Dr. Lee Kyung-sun of the Korea Information Society Development Institute, who delivered the first presentation on the theme of ‘The Value and Policy Direction of Platforms in the AI Era’, assessed that as the center of gravity in AI competition expands from securing models to utilization and value creation, platforms can function as core growth engines that connect AI technology to actual demand and create new market value. He argued that platforms can promote a virtuous cycle in which expanded utilization leads to data accumulation and model advancement, infrastructure reinvestment, and service innovation. However, given that the competitive advantage of global big tech is deepening, he recommended redefining the growth and competitiveness of domestic platforms as the core goal of platform policy, along with the need for a flexible regulatory framework centered on self-regulation and strengthened policy governance from an industrial and innovation perspective.
Professor Sun Ji-won of Hanyang University, who gave the second presentation, emphasized the need for a shift in the regulatory paradigm through ‘Pending Regulatory Issues and Improvement Measures for the Platform Industry’. Professor Sun pointed out that platform regulation should be oriented toward guaranteeing users’ right to choose rather than directly restricting conduct, and that top-down regulation has limitations in a situation where a serious information asymmetry exists between operators and regulators. As an alternative, he proposed strengthening communication-based governance in which members of the ecosystem take the lead in participating.
The subsequent panel discussion was moderated by Lee Sung-yeop, president of the Korea Information and Communications Law Association, with participants from academia, the legal profession, industry, and government. Participating in the discussion were Professor Hwang Yong-seok of Konkuk University, attorney Hwang Hye-seon of Kim & Chang, Park Sung-sik, head of external cooperation at Nol Universe, Kim Yong-hwan, a leader at Naver, Dr. Kim Sung-ok of the Korea Information Society Development Institute, Cho Young-gi, secretary-general of the Korea Internet Corporations Association, and Koo Hee-seon, head of the Platform and OTT Policy Team at the Ministry of Science and ICT, who shared views on strengthening the global competitiveness of platforms and building a sustainable ecosystem.
This discussion holds no small significance for users as well. If the direction of regulation shifts from restricting conduct to guaranteeing users’ right to choose, and if self-regulation involving the government, businesses, and users takes root, a foundation can be laid for the simultaneous strengthening of innovation in domestic platform services and user protection.
Ryu Je-myung, Second Vice Minister of Science and ICT, stated, ‘We are now at the center of a massive transition marked by the advancement of AI, and finding the balance between innovation and social responsibility in platform policy is more important than ever.’ He added, ‘As the ministry responsible for platform policy, the Ministry of Science and ICT has designed multifaceted policy alternatives through a process of expert deliberation and has created principles of self-regulation together with platform companies. Building on these achievements, we will continue to communicate closely with members of the ecosystem and pursue effective policies in which platform innovation and market fairness coexist in harmony.’
The Ministry of Science and ICT plans to actively reflect the various recommendations presented at this session in its future policymaking, so that domestic platforms can gain competitiveness and make a leap forward in the global market.
