Namdong-gu Chief Lee Byung-rae (이병래) said the achievement came from jointly applying for the project with Incheon City, and that a total of 58.7 billion won will be invested over four years starting in 2026 to reshape the industrial complex into a manufacturing-culture fusion space.

Restructuring the Complex Around 5 Strategies and 10 Key Tasks
Through this project, Namdong-gu (남동구) and Incheon City will phase in five strategies, ten key tasks, and 43 detailed projects, including remodeling aging factories, expanding cultural, creative, and leisure facilities using idle land and green spaces, upgrading the industrial startup ecosystem, and improving pedestrian traffic environments.
The plan is to transform the aging, production-centered industrial complex into a manufacturing-culture fusion space that attracts young people, achieving both a recovery in the complex’s competitiveness and greater local vitality.
Four-Story Multipurpose Cultural Center to Rise at Namdong Neighborhood Park
The centerpiece of the project is a four-story-above-ground multipurpose cultural center to be built on part of the site within Namdong Neighborhood Park (남동근린공원), with Namdong-gu (남동구) directly leading its construction and eventually taking charge of its operation.
Each floor will offer cultural and convenience spaces for workers and citizens, providing workers at the Namdong Industrial Complex with a healing space where they can enjoy work-life balance.
Namdong-gu Chief Lee Byung-rae (이병래) said, “Being selected as a culture-leading industrial complex marks the starting point for Namdong-gu to leap beyond a manufacturing-centered city into a new kind of industrial city where work and culture coexist,” adding, “We will grow this into a leading example for industrial cities not only in Incheon but across the country.”
