The Ministry of Science and ICT (Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) selected eight outstanding cases of proactive administration in the third round of 2026 and held an award ceremony on September 7. A regulatory improvement that resolved communication problems at disaster sites and a case in which a public official personally applied artificial intelligence technology to their work were jointly chosen as the top honorees.

The Ministry of Science and ICT said it had highly valued these cases for their regulatory improvements aimed at solving communication problems at disaster sites directly linked to citizens’ lives, as well as for the way public officials on their own initiative introduced artificial intelligence technology into their work to cut costs and improve administrative efficiency.

The project selected as a top case, titled ‘Permitting priority handling of emergency-rescue communications over commercial networks,’ improved conditions so that firefighters’ communications could be transmitted with priority in disaster situations such as large-scale fires. The ministry proactively interpreted the ‘special service’ requirements under the 「Net Neutrality Guidelines」 and worked closely with the Korea Fire Service and the three telecom carriers to ensure that field firefighters’ communications are transmitted ahead of those of general users. This is significant in that it reduces delays in rescue command and on-site response at disaster sites where communications are congested, providing stable communication quality to firefighters on the front lines of protecting citizens’ lives.

Another top case was the project titled ‘Building an integrated management web app for startups (PROB) in-house through AI vibe coding without outsourcing.’ Technology commercialization, which connects technologies developed through research to business, requires the sharing of startup information among various support agencies, but developing a platform to share this in real time through outsourcing came with the constraint of requiring tens of millions of won in budget and several months of time. To resolve this, the responsible official personally taught themselves AI vibe coding and took on the development, building a platform that integrates and manages data on more than 3,000 startups without any additional budget. It was recognized as a case in which a public official proactively achieved workplace innovation while also cutting costs.

Other outstanding cases selected included a project that expanded the data assurance option (QoS) to all data plans without raising rates, and a project that conducted a nationwide survey to resolve the issue of shared electricity costs for internet facilities borne by residents and established an integrated compensation system. Cases selected for encouragement awards included a project that revised the Information and Communications Network Act to respond preemptively to breach incidents, the formulation of a plan to build a Korean low-earth-orbit satellite communication network, support for the growth of young talent in the AI and AX fields through the specialized research personnel system, and ‘Radio All One Day,’ which helped restore disaster response capacity in special disaster zones affected by wildfires.

First Vice Minister Ku Hyuk-chae said, ‘From projects that contribute to securing public safety to cases that achieved workplace innovation through artificial intelligence, we have confirmed the administrative innovation achievements gained through proactive administration,’ adding, ‘I hope you will continue to do your best in practicing proactive administration so that it can serve as a stepping stone for the great transformation of artificial intelligence and science and technology and for the great leap forward of the Republic of Korea.’

This selection draws attention in that it is the result of administration taking the initiative to identify and solve problems in fields closely tied to citizens’ daily lives, such as communication quality and startup support, leading to tangible benefits in the form of safety at disaster sites and cost savings.
