Discussion on revitalizing the integrated care program and support measures for vulnerable groups

Committee members focused discussion on the Incheon Social Service Agency’s role under the implementation of the ‘Act on Integrated Support for Community Care Including Medical Care and Long-Term Care’ as well as support measures for new vulnerable groups such as isolated and reclusive youth.

Committee member Kim Dong-min (김동민) reviewed the overall program, including the current state of the integrated care program in the region and the services with high utilization rates, and emphasized that the Incheon Social Service Agency should work to revitalize the integrated care program. Kim said, “If you share with us the difficulties that arise when carrying out the integrated care program in the field, we will actively reflect them through budget support and ordinance enactment so that integrated care can take root in Incheon.”

Attention also given to operation of the 24-hour loneliness counseling call center

Attention also focused on the operation of the ’24-Hour Loneliness Counseling Call Center,’ which the Incheon Social Service Agency operates under contract from the City of Incheon. Committee member Kim Oh-hyun (김오현) said, “Incheon has a population of 3 million, yet the budget for the 24-hour loneliness counseling call center is only 500 million won and there are only 12 staff members, so I am concerned about whether those who truly need it will be able to receive counseling.” He added, “Loneliness, as seen among isolated and reclusive youth, has recently become a social problem. We will also work to help ensure it is operated well.” Committee member Kim Kwang-ho (김광호) likewise reviewed the state of preparations for operating the center and asked that it be run without disruption.

Chairman Choi Jae-hyun said, “I hope you will make efforts on multiple fronts to publicize the ’24-hour loneliness counseling call’ so that citizens are aware of it and can use it.” He added, “In particular, for the integrated care program, please build a support system so that citizens who need the service can use it without inconvenience, and work to help it take root in the community through education, network building, and other efforts.” He continued, “Our Culture and Welfare Committee will also work hard to help the Incheon Social Service Agency fulfill its role.”
