Purchases of jeonse-fraud-damaged homes by the Korea Land and Housing Corporation (LH) surpassed 10,000 units at the end of last month. The Ministry of Land, Infrastructure and Transport said it recognized 609 additional cases of jeonse fraud victims and others in July, bringing the cumulative total to 40,278 cases.

The Ministry of Land, Infrastructure and Transport (Minister Kim Yun-deok) held plenary meetings of the Jeonse Fraud Victim Support Committee three times, on July 8, 15 and 22, reviewing 1,476 cases and finally approving 609 of them as jeonse fraud victims and others. Of the 609 approved cases, 563 were new applications (including reapplications), while 46 were cases in which the requirements under Article 3 of the Jeonse Fraud Victims Act were additionally confirmed after objections were raised to earlier decisions.
Of the remaining 867 cases, 482 were rejected for failing to meet the requirements, and 177 were excluded because the full deposit could be recovered through guarantee insurance and top-priority repayment. The 208 objections were dismissed as they were still judged not to meet the requirements.
Since the system took effect, the committee has recognized a total of 40,278 cases as jeonse fraud victims and others, and has made 1,212 decisions requesting cooperation on emergency deferrals of auctions and public sales. Support provided to these people in areas such as housing, finance and legal procedures totaled 72,483 cases. Of the 67,618 cases the committee has processed so far, 59.6 percent were approved, 23.0 percent rejected, 10.1 percent excluded from application, and 7.3 percent were objections that were dismissed.
What draws attention is the record of home purchases. As of the 31st of last month, LH had purchased 10,256 jeonse-fraud-damaged homes, topping 10,000 for the first time. The pace of purchases is also accelerating. Purchases, which stood at just 90 units throughout 2024, rose to a monthly average of 163 in the first half of 2025 and 654 in the second half, and reached a monthly average of 752 from January to July this year, with 5,265 units bought in that period alone. Of the 23,712 cases currently under preliminary consultation, 14,657 involved requests for home purchase, and 10,256 purchases have actually been completed.
The purchase of damaged homes is a program based on Article 25 of the Jeonse Fraud Victims Act, under which LH, as a public housing operator, exercises a preferential purchase right at the victim’s request to win the home at auction or public sale and buy it. Victims can convert the auction margin—arising from a winning bid lower than the normal purchase price—into a deposit and continue living in the home for up to 10 years, and when they move out they can recover the auction margin and thus recoup their losses. The core of this program is to let victims at risk of losing their homes stay where they have been living.
The Ministry of Land, Infrastructure and Transport and LH are running purchase review meetings and a fast-track scheme to speed up purchases further. The fast track combines the preliminary purchase consultation and the home-purchase request procedures into one and sets deadlines for each stage of processing to shorten the overall period. The two organizations plan to keep consulting with district courts on measures such as continuing auctions, so as to support victims’ housing stability.
Tenants suffering from jeonse fraud can apply for a victim decision to the city or provincial government with jurisdiction over their residence. Those determined to be victims after the committee’s resolution can receive guidance on support measures through the Korea Housing and Urban Guarantee Corporation (HUG) Jeonse Damage and Prevention Support Center and its branches. Tenants who were not recognized as victims, or who were determined under Article 2, Item 4, subitems (b) and (c) of the Jeonse Fraud Victims Act, may file an objection under Article 15 of the same Act; and even when an objection is dismissed, they may reapply and be recognized as victims if circumstances later change.
Alongside damage recovery, prevention is also being reinforced. The Ministry of Land, Infrastructure and Transport and HUG are running a safe-contract consulting project at eight jeonse damage and prevention support centers nationwide—in Seoul, Busan, Daegu, Incheon, Gwangju, Daejeon, Gyeonggi and Jeonnam—so that prospective tenants can check rights relationships and risk factors before signing a contract. Tenants about to sign can visit a center for consultations on analysis of the rights relationships of the leased property, review of the wording of contract documents, and points to note for a safe contract. Related information is also available on the HUG Safe Jeonse Portal (www.khug.or.kr).
