Yeonsu-gu District (Mayor Lee Jae-ho) will begin its ‘2026 Second-Round Senior Dignity Allowance’ support program this month to help elderly residents of the district lead healthy and dignified lives in their later years. This is the second disbursement under the program, which was first implemented in January this year, providing support for the second half of the year following the first-half payment.

The program aims to enhance welfare for the elderly by supporting the cost of basic hygiene and grooming services such as bathing and haircuts, while at the same time channeling that spending into local businesses to help revitalize the regional economy.
The application method varies by recipient category. Those who already received the first-round support may apply by phone or in person at the neighborhood community service center that covers their registered address. New applicants seeking support for the first time may submit an application by visiting the community service center covering their registered address starting Monday, July 13.
Eligibility is open to residents aged 70 and older who, as of the July 1 payment reference date, have been registered as residents of Yeonsu-gu for at least six months and actually reside there. Specifically, this applies to seniors born on or before July 1, 1956, who have lived in Yeonsu-gu since before January 1, 2026.
The support amount is a total of 120,000 won per person per year, provided in the form of ‘Yeonsu e-eum consumption coupons.’ The coupons are loaded in two half-year installments of 60,000 won each in January and July. Their use is limited to ‘Yeonsu e-eum card affiliated merchants’ among the public bathhouses, jjimjilbang saunas, hair salons and barbershops within Yeonsu-gu. The usage period runs from the date of receipt through December 31, 2026, and since any unused balance is not carried over to the following year and expires, it must be spent within the deadline.
The scale of the program has grown with each round. In the first round, 31,428 seniors received benefits, and the district projected that 32,932 people would receive support in this second round.
Building on the high satisfaction and results confirmed in the first round, the district decided to place auxiliary personnel at each community service center to assist with application and intake work and to strengthen promotion in cooperation with community organizations, so that more seniors can receive benefits without being left out.
Yeonsu-gu Mayor Lee Jae-ho said, “We will continue to pursue the dignity allowance program for the healthy and dignified later lives of our seniors,” adding, “We will do our best to carry out warm welfare administration that achieves both senior welfare and regional shared growth going forward.”
