The Incheon Metropolitan Government (Mayor Park Chan-dae) has wrapped up its ‘Building Environmental Health Safe Homes’ project, which improved the living environments of 30 environmentally vulnerable households — including low-income families and seniors living alone — and held a final performance briefing on the 21st. Going beyond simple home repairs, the initiative offered an integrated service spanning indoor hazard diagnosis, customized construction, post-project air-quality measurement and health check-ups, and every participating household responded that they were ‘very satisfied.’

The Incheon Metropolitan Government announced that it had successfully completed the ‘Building Environmental Health Safe Homes’ project, which targeted 30 environmentally vulnerable households in Seohae-gu and Ongjin-gun. The final performance briefing held on the 21st was attended by officials from the city, the sponsoring organizations, and the project’s implementing bodies — the Incheon Metropolitan Environmental Health Center, the Incheon Metropolitan Self-Sufficiency Center, and the construction firms — who shared the outcomes and discussed ways to develop the program further.
What sets this project apart is that it went a step beyond the conventional home-repair support for vulnerable groups, which had focused on facility improvements alone. Beginning with a detailed diagnosis of indoor hazards, it bundled together customized renovation work for each household, indoor air-quality measurement after construction, environmental health consulting, and safe medical care for environmental diseases. By examining housing vulnerability and health vulnerability at the same time to reduce exposure to hazards, the project carries significant meaning, given that for vulnerable residents an aging living space can itself become a threat to their health.
The project proceeded through a systematic process. Specialists visited each home to measure and diagnose major indoor hazards such as fine dust, formaldehyde, total volatile organic compounds (TVOC) and mold, and then, based on the results, replaced wallpaper and flooring with eco-friendly materials and carried out condensation- and mold-prevention work. Once construction was complete, indoor air quality was measured again to confirm the improvements in numerical terms, and a practical living guide covering ventilation, cleaning and mold management was distributed so that residents could maintain a comfortable environment on their own.
Health support was provided in parallel. For households that wished to take part, the project connected them to the ‘Citizen Safe Medical Care for Environmental Diseases,’ offering detailed health examinations and consultations with medical specialists. The aim was to ensure that improvements in the living environment translated into actual health management.
The funding was secured through corporate social contributions. The work in the Seohae-gu area was carried out with funds earmarked and donated to the Community Chest of Incheon by SK Incheon Petrochem Co., and the work in the Ongjin-gun area with funds from the Yeongheung Power Division of Korea South-East Power Co. It is being assessed as a case of public-private cooperation in which corporate ESG practices led to tangible improvements in the quality of life for marginalized members of the community.
Participants at the briefing watched a video documenting the project process and the on-site changes at each household. In particular, a satisfaction survey of the supported households found that every participating household responded that they were ‘very satisfied,’ confirming that the policy is one residents strongly appreciate.
Yoon Eun-ju, head of the city’s Environmental Safety Division, said, ‘This project is a highly meaningful case in which the heartfelt support of companies transformed the living spaces of the neighbors who need help most into safer and healthier homes,’ adding, ‘We will continue to work closely with the local community and steadily expand customized environmental health services that citizens can feel firsthand in their daily lives.’
