Incheon City Conducts Cross-Inspection of Public Offices’ Single-Use Item Bring-In Rate—8.37%

Incheon Metropolitan City (Mayor Park Chan-dae, 박찬대) announced that from July 6 to July 10, it carried out a ‘Joint (Cross) Inspection of Single-Use Cup Bring-In Rates at Public Institutions,’ involving the city and 11 districts/counties, to verify how well policies to reduce single-use item usage at public institutions are being implemented in practice. This marked the first use of a ‘cross-inspection method’ in which the city and districts/counties inspected one another, enhancing the objectivity and reliability of the inspection.

Survey of Bring-In Rates Among Visitors During Lunch Hours

The inspection comprehensively examined single-use cup bring-in rates among visitors to public offices during lunch hours, along with whether offices posted notices banning single-use items, whether office cafés operated reusable cup systems and offered incentives for their use, and whether reusable cup-sharing systems were in place.

The inspection comes at a time when eco-friendly resource circulation practices in the public sector have grown more important amid the government’s recent plastic-free policy push and the ban on direct landfilling of household waste in the Seoul metropolitan area.

12 Institutions Average 8.37%; Yeonsu-gu (연수구), Michuhol-gu (미추홀구) at 0%

The inspection found that the average single-use cup bring-in rate across the 12 institutions was 8.37%. Yeonsu-gu (연수구) and Michuhol-gu (미추홀구) recorded a bring-in rate of 0%, showing the best practices, while Namdong-gu (남동구) (0.85%), Seo-gu (서구) (1.57%), and Incheon City’s main office (인천시 본청) (1.81%) also maintained low bring-in rates.

Eight institutions were found to be posting notices banning single-use items inside their offices, and nine institutions were operating office cafés that use reusable cups. Reusable cup-sharing systems had been introduced and were in operation at six institutions, but office cafés at seven institutions were still providing single-use items, indicating a need for improvement.

Making Cross-Inspections Regular to Manage Policy Implementation

Incheon City plans to reflect the inspection results in its comprehensive evaluation of administrative performance for districts/counties, to spread best practices, and to guide tailored improvements at institutions found lacking. The city also decided to make regular cross-inspections a standing practice.

Choi Myeong-hwan (최명환), head of the city’s Resource Circulation Division, said, “When it comes to resource circulation policy, continuously checking how well it is being put into practice in the field is even more important than establishing the policy itself.” He added, “Going forward, we will continue to work with the districts and counties to institutionalize objective cross-inspections, so that public institutions take the lead in practice and that change spreads to citizens and the private sector, building a culture of resource circulation.”
