The Ministry of Science and ICT (led by Bae Kyung-hoon, Deputy Prime Minister and Minister of Science and ICT) announced that it held the 5th Korea-China ICT Cooperation Strategic Dialogue jointly with China’s Ministry of Industry and Information Technology in Beijing on August 24. The meeting ran from 2:30 p.m. to 4:00 p.m. local time, with Deputy Prime Minister Bae Kyung-hoon serving as the chief delegate on the Korean side and Minister Li Lecheng of the Ministry of Industry and Information Technology as the chief delegate on the Chinese side.

This strategic dialogue was arranged as a follow-up to the MOU on digital technology cooperation signed on the occasion of the Korea-China summit this past January. It marked the resumption of the intergovernmental ICT policy consultative body for the first time in eight years since the 4th session in 2018, reflecting the growing need for policy communication between the two governments as both nations have grown into countries leading the advancement of digital technology. The ministry explained that the meeting laid the groundwork for continued policy exchange and cooperation in the ICT sector going forward.

Following the opening remarks, the meeting proceeded around three agendas: next-generation ICT innovation, digital inclusion, and spectrum policy. The two sides shared key policies for advancing the next-generation ICT that will drive innovation across industry and the economy, and agreed on the importance of strengthening core technology capabilities and pursuing international cooperation in order to lead in digital technology.

In particular, the two sides shared policies and experiences aimed at improving accessibility for digitally vulnerable groups such as the elderly and people with disabilities, and at raising citizens’ capacity to make use of digital technology. They also discussed measures to address the side effects that accompany the advancement of digital technology. This signals that the two countries are jointly throwing their weight behind digital inclusion policies designed to ensure that the benefits of technological progress are distributed evenly among all citizens rather than concentrated in particular groups, and the two sides agreed to continue related exchanges and explore cooperation that can contribute to the development of digital inclusion policies in both countries.

With regard to spectrum policy, the two sides also shared policies and experiences for the efficient use of radio waves, a core foundation for next-generation ICT development. As geographically adjacent nations facing a changing radio-wave environment amid the advancement of next-generation communications, the two countries agreed to continue communication and exchange to promote cooperation on radio waves.

The chief delegates of both sides welcomed the convening of the intergovernmental ICT consultative body and assessed that the strategic dialogue served as an occasion to deepen mutual understanding of each country’s ICT policies and to share insights for future policy development. The meeting concluded with the signing of the minutes and a commemorative photo.

Deputy Prime Minister Bae Kyung-hoon said, ‘As countries leading the advancement of digital technology, Korea and China need to share each other’s policies and experiences and deepen mutual understanding.’ He added, ‘I hope the two governments will continue to communicate so that we can jointly respond to the opportunities and challenges we commonly face as digital technology advances, and through this broaden the points of contact for mutually beneficial cooperation.’
