The Incheon Metropolitan Government (Mayor Park Chan-dae) is launching a five-week return-to-fishing training program to help prospective fishers who wish to leave the city and build a new life in coastal villages settle down with stability. Incheon announced that it will run the 9th Incheon Return-to-Fishing School from September 28 to October 30.

The program will be attended by 25 aspiring fishers who passed a document and interview screening among those hoping to relocate from cities to coastal villages or to newly take up fishing. Trainees will progress step by step from theory, such as return-to-fishing policy and the basics of the fisheries industry, to self-maintenance of outboard motors and hands-on fishing practice, acquiring the knowledge and skills needed to settle in coastal communities.
A defining feature of the 9th course is that it is a comprehensive program combining vessel fishing and aquaculture. Rather than limiting trainees to a single field, the course has them learn both types of fishing together, focusing on building practical competence to respond to the varied situations encountered in real coastal fishing environments.
The training is divided into two weeks of theory and three weeks of field practice. The theory portion covers understanding of fisheries-related laws, hands-on outboard-motor self-maintenance, a course to obtain a restricted radio operator certificate, sharing of return-to-fishing startup cases, and field tours of fishing village cooperatives. The subsequent field practice consists of one week of a program for adapting to coastal village life and two weeks of practice in the vessel-fishing and aquaculture fields, allowing trainees to experience coastal living and fishing activities firsthand in a region of their choice and to develop the on-site instincts needed to settle in.
Support measures have also been prepared to lower the barrier to participation. Incheon provides free dormitory accommodation to trainees coming from other regions or island areas, easing the burden of staying on-site. In addition, starting this year, the city covers 50 percent of the tuition for certification courses such as the powered water-leisure craft operator license and the small heavy-equipment operator license. This is intended to reduce the cost of acquiring the practical qualifications needed for unfamiliar coastal life, providing tangible help in preparing for employment or starting a business in fishing.
The Incheon Return-to-Fishing School produced results in earlier cohorts as well. In the 8th course, 22 people completed the regular training, and 9 people finished the refresher training along with 9 more in the advanced certification course. The program also received high marks in trainee satisfaction surveys, drawing positive responses in terms of improving on-site adaptability and supporting return-to-fishing preparations.
Kim Ik-jung, director general of Incheon’s Agriculture, Fisheries and Food Bureau, said, ‘The Incheon Return-to-Fishing School is a field-centered curriculum designed so that prospective returnees can systematically learn both vessel fishing and aquaculture and experience actual coastal fishing sites,’ adding, ‘We will continue to expand our training programs and support policies so that citizens preparing to return to fishing can make a stable new start in Incheon.’
