The Ministry of Science and ICT (Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) held the 12th Global ICT Leadership Forum on September 30 at the JW Marriott Dongdaemun Square in Seoul, jointly with the National Information Society Agency (President Kim Hyung-chul, NIA). High-level delegations from eight countries — Vietnam, the Philippines, Laos, Bhutan, Kyrgyzstan, Panama, Egypt and Uzbekistan — attended the forum to address practical avenues for AI and digital cooperation with Korea.
First held in 2015, the Global ICT Leadership Forum reached its 12th edition this year. Over that time, 103 ministerial- and vice-ministerial-level policymakers from 59 countries around the world have taken part, establishing the event as one of Korea’s flagship platforms for digital official development assistance (ODA) cooperation. This year’s event brought together some 100 participants, including high-level government delegations from eight countries — among them Vietnam’s Minister of Science and Technology, the Philippines’ Undersecretary of Information and Communications Technology, and the Director General of Bhutan’s GovTech Agency — as well as officials from related agencies and AI specialist firms.
As artificial intelligence and digital technology have recently emerged as key drivers of innovation across society, extending beyond industry and the economy, countries are devoting considerable effort to crafting policies that build up AI and digital capabilities and harness them for economic and social development. Against this backdrop, the forum carries significance in sharing Korea’s policies and experience while working together to solve the challenges facing participating countries.
At this year’s event, the Ministry of Science and ICT set forth the theme of ‘Global Digital Co-Prosperity through Practical AX (AI Transformation) Cooperation Partnerships.’ It examined the real-world constraints and policy challenges that developing-country governments face in adopting and using AI, and explored directions for cooperation tailored to each country’s circumstances and needs, drawing on Korea’s experience in national digital innovation and the technological capabilities of its private sector.
This is notable in that it offers participating countries an opportunity to work with Korea to find digital transformation solutions suited to their own realities, which can in turn improve administrative and industrial services in developing countries and translate into greater convenience in the daily lives of local residents. Building on these discussions, the Ministry of Science and ICT and NIA plan to further strengthen global partnerships and continue to develop mutually beneficial digital and AI cooperation with participating countries.
In his welcoming remarks, Ryu Je-myung, Second Vice Minister of Science and ICT, said, ‘This is the time to build together a new level of global digital order befitting the rapidly changing AI era,’ adding, ‘We hope that Korea, as a digital partner that grows together rather than a mere donor, will expand its cooperation with countries around the world even further.’
