Michuhol-gu District (Mayor Kim Jeong-sik) in Incheon will formally open the parking lot of the Seunghaksan reserve forces training ground in Gwangyo-dong to local residents. The district said it signed an agreement with the 2nd Battalion of the 507th Brigade on the 19th. The move is expected to ease the burden on users of the Seunghaksan trail and community sports facilities, who have struggled with a shortage of parking spaces.

Since August, vehicle access to the parking lot has been restricted on training days, citing traffic congestion and safety concerns near the access road. The lot was open only after 6 p.m. on days without training and on weekends and public holidays, which severely limited its use.

As a result, inconvenience grew for residents visiting the trail and sports facilities, and calls for the parking lot to be fully opened also grew louder.

The district and the military unit continued discussions under the framework of civil-government-military cooperation. As a result, the lot was temporarily opened on the 12th, and the latest agreement finalized its formal opening to residents.

“The opening of this parking lot is a valuable result of mutual benefit, achieved through consideration and communication among the public, government and military,” Mayor Kim Jeong-sik said. “We will continue to work closely with the military and look carefully after residents so they do not experience inconvenience in their daily lives.”

The case, in which part of a military facility was made available for residents’ everyday convenience, is seen as an example of a local government and a military unit finding common ground so that national security and residents’ lives do not conflict.
