The Incheon Metropolitan City government (Mayor Park Chan-dae) and the Incheon chapter of the Democratic Party of Korea held the first party-government council of the 9th popular election era at Incheon City Hall on August 31.

The council was attended by Incheon Mayor Park Chan-dae and Heo Jong-sik, chairman of the Democratic Party’s Incheon chapter, along with National Assembly members representing the Incheon area, the vice mayor for balanced development, the director of the Planning and Coordination Office, and other senior officials of the city government.

The council was convened to devise cooperative measures between the party and the government for securing Incheon’s future growth engines and resolving key regional issues ahead of the National Assembly’s budget review for next year. At the meeting, the city explained 18 regional issues and 12 core state-funded projects, requesting the party’s active support and cooperation.

The state funding requests cover a total of 12 projects worth 210.7 billion won. They include support for issuing the local currency gift certificate (Incheon e-eum), operational support for the reorganization of Incheon’s administrative system, the transition of intercity buses to a semi-public operation system along with state funding, the redevelopment of Piers 1 and 8 in Incheon Port’s Inner Harbor, and support for future connected cars.

The major regional issues addressed totaled 18 projects, including the designation of Songdo, Incheon, as a global AI hub, the establishment of the Incheon Institute of Bioscience and Technology, the creation of a professional graduate school of medicine at Incheon National University (a national university corporation), the revision of legislation related to the relocation of military bases and facilities, the installation of an additional station at Cheonghak on the GTX-B (Great Train eXpress-B) line, and the introduction of a region-differentiated electricity rate system reflecting regional characteristics.

These projects span issues directly tied to citizens’ living costs — such as support for local currency issuance, the semi-public operation of intercity buses, and differentiated electricity rates — as well as improvements to living conditions, including the new medical graduate school at Incheon National University and the additional GTX-B station. If the party and government activate their cooperation channels to secure state funding, the pace at which citizens feel the effects of these policies could accelerate accordingly.

Mayor Park Chan-dae stressed, ‘I hope the party and government will communicate closely and work as one team to resolve the livelihood issues directly connected to citizens’ lives and to realize the ABC+E strategy, a key pledge of the 9th popular election era.’ He added, ‘I ask for the party’s support so that we can overcome the double marginalization that Incheon faces within the capital region under the 5-pole, 3-special-zone framework and achieve an even greater leap forward.’
