The Ministry of Science and ICT (led by Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) conducted a live joint civil-government-military simulation drill on August 19 at 2 p.m., staging a real-world GPS signal jamming situation. Government, military and telecommunications carriers responded together to a complex jamming scenario aimed at a national energy facility, reviewing the nation’s crisis-response readiness.

The Ministry of Science and ICT said it carried out the live drill to inspect its readiness to respond to GPS signal jamming during the 2026 Ulchi exercise, which ran from August 18 to 21.
GPS signal jamming is an attack that transmits interfering waves in the same frequency band at a strength greater than the signals received by GPS, thereby blocking the normal use of location and time information services. When jamming occurs, it can disrupt not only location data for land, sea and air transport but also the reception of timing information relied upon by the telecommunications, power and finance sectors, potentially shaking multiple social infrastructure services essential to daily life all at once.
The drill was conducted simultaneously at the Central Radio Management Service, which took charge of command and control, and at two sites in the Paju area designated as jamming scenes. Centered on the Ministry of Science and ICT as the lead agency, military-related bodies such as the Ministry of National Defense and the Joint Chiefs of Staff, related ministries including the Ministry of Land, Infrastructure and Transport and the Ministry of Oceans and Fisheries, and mobile carriers such as KT jointly took part, activating a civil-government-military cooperative response system.
A distinctive feature of the exercise was its application of a complex scenario in which signal jamming occurred and moved at two points in the Paju area during the same time window. Notably, one of the jamming sources was set to approach a critical national energy facility and attempt interference, escalating the danger, so that response procedures were reviewed amid tension comparable to a real threat.
Immediately after the jamming was detected, the Ministry of Science and ICT received reports on disruptions to aircraft, vessels and base stations from the Land Ministry, the Oceans and Fisheries Ministry and the mobile carriers, and swiftly pursued initial measures such as issuing a GPS jamming crisis alert and notifying relevant agencies. It then cooperated with the military to dispatch four jamming-tracking teams and one mobile strike unit to the sites to locate and remove the jamming sources.
Alongside the on-site measures, agency-specific safety steps were carried out in parallel to prevent damage to civilian transport and communications services. The Land Ministry issued a Notice to Airmen advising caution in GPS use and ensured that flight operations went ahead without disruption through alternative navigation, ground navigation safety facilities and support from control agencies. The Oceans and Fisheries Ministry strengthened safe-fishing guidance and navigation-caution advisories in cooperation with the Coast Guard, and arranged a switch to alternative navigation such as radar and ground-based signals. The mobile carriers moved to maintain stable communications services through measures including network synchronization.
As recent international conflict cases have shown, GPS signal jamming attacks can threaten not only military operations but also civilian aviation and maritime operations and critical national infrastructure such as power, communications and finance. Through this joint drill, the Ministry of Science and ICT reviewed its capacity to respond to complex jamming situations and plans to further bolster future readiness by reflecting the improvements identified during the exercise in its crisis-response manuals.
