Government ministries, the nation’s three mobile carriers and bulk-messaging operators gathered to review the progress of a comprehensive plan to prevent illegal spam and to discuss future policy measures. In particular, the three mobile carriers and Kakao said they would further strengthen the blocking of illegal spam ahead of the upcoming Chuseok holiday in order to prevent harm to users.

The Korea Communications and Media Commission (KCMC, chaired by Kim Jong-cheol) and the Ministry of Science and ICT (led by Deputy Prime Minister and Minister Bae Kyung-hoon) held the 6th plenary meeting of the Public-Private Council on Countering Illegal Spam in Seoul on the 14th. Some 50 participants attended the meeting, including relevant ministries, expert agencies, and telecom, manufacturing and messaging operators, who shared the progress of each detailed task along with major pending issues and presented the prevention efforts of individual private operators.
The meeting was co-hosted by the KCMC and the Ministry of Science and ICT and organized by the Korea Internet & Security Agency (KISA). Alongside relevant ministries such as the Personal Information Protection Commission and the National Police Agency, telecom operators including KT, LG U+ and SKT, as well as Samsung Electronics, took part.
Participants reviewed the overall implementation status of the five strategies and 12 detailed tasks of the Comprehensive Plan to Prevent Illegal Spam, which has been under way since late 2024. They also jointly explored effective future policy measures that reflect recent changes in the environment.
The KCMC explained the key contents of the Enforcement Decree of the Act on Promotion of Information and Communications Network Utilization and Information Protection and the related notifications, and encouraged operators to actively participate in disclosing spam-report statistics, strengthening the sharing of illegal-spam originating numbers, and reinforcing and linking artificial-intelligence filtering. The Ministry of Science and ICT called for the application of an ‘illegal-spam invalid-number blocking system’ that screens out bulk messages sent from invalid numbers, improvements in blocking overseas-origin spam through cooperation with overseas messaging operators, and thorough management and supervision by domestic and overseas message-relay firms of their bulk-messaging customers.
Above all, the three mobile carriers and Kakao said they would further strengthen warnings and blocking against illegal spam that may arise ahead of the Chuseok holiday in September, striving to prevent harm to users. Because the holiday season is a period when smishing that impersonates parcel deliveries, gift certificates and greetings tends to increase, the measure is directly connected to reducing the harm that the public experiences in everyday life.
Shin Young-gyu, director-general of the KCMC’s Broadcasting and Communications User Policy Bureau, said, ‘Thanks to the efforts of the public-private council so far, illegal spam has decreased significantly,’ adding, ‘The KCMC plans to swiftly complete the relevant institutional improvements so that the public can safely enjoy digital media services without worrying about illegal spam.’ He went on to request that ‘the three mobile carriers and device manufacturers make even greater efforts to detect and block illegal spam using artificial-intelligence technology.’
Nam Seok, director-general for telecommunications policy at the Ministry of Science and ICT, said, ‘Illegal spam goes beyond mere user inconvenience and serves as a major channel for serious crimes affecting people’s livelihoods, such as voice phishing and smishing that cause financial damage to the public. It is therefore more important than anything for the public and private sectors to work together to block the fundamental causes at their source.’ He added, ‘Through the invalid-number blocking system and the measures to improve blocking of overseas-origin spam discussed this time, we will make even greater efforts to eradicate illegal spam.’
Meanwhile, the Public-Private Council on Countering Illegal Spam was launched in December 2024 to strengthen cooperation and coordination between government ministries and private operators. It continues to serve as a consultative channel that regularly monitors the progress of the Comprehensive Plan to Prevent Illegal Spam, established the same year, and jointly responds to related issues.
