The Incheon Metropolitan Government (Mayor Park Chan-dae) held 《A New Beginning: Integrity Training with Leaders》, bringing together senior officials and staff, in the main conference room of City Hall on August 13. Marking the launch of the 9th popular-election term, it is the first step toward rooting a culture of integrity throughout the organization.

Incheon arranged the training to coincide with the launch of the 9th popular-election term. Going beyond simple anti-corruption education, it was built around real cases reflecting the findings of the 2026 in-depth survey of corruption-prone areas, focusing on strengthening the practical capacity of public officials to respond to situations they actually face at work.
The training opened with an integrity message from Mayor Park Chan-dae. Marking the start of the 9th popular-election term, Mayor Park stressed the roles and responsibilities public officials must uphold in order to foster a transparent and fair public-service culture and to deliver city administration that citizens can trust. The mayor and staff then took part together in the ‘Ninth-Term Integrity Pledge Performance’, which symbolized turning corruption into integrity, reaffirming their commitment to putting it into practice.
The program was designed to be participatory. The integrity play 《The Crossroads of Integrity》 vividly portrayed the integrity dilemmas public officials may encounter in the course of their work, drawing empathy from the audience. It was praised for conveying, through the stage, the weight of integrity that is hard to deliver through lectures alone, heightening engagement.
The special lecture was given by Park Jun-hui, a professional integrity-education instructor at the Anti-Corruption Training Institute of the Anti-Corruption and Civil Rights Commission. Focusing on anti-corruption statutes and cases from corruption-prone areas, instructor Park introduced a range of situations that can arise in actual work, helping participants gain understanding they could apply directly on the job.
The training concluded with an integrity quiz in the form of a ‘mini Golden Bell’. Through the quiz, participants reviewed the content of the training and learned the value of integrity in an engaging way.
Mayor Park Chan-dae said, ‘Integrity is the most fundamental value in building citizens’ trust’, adding, ‘With the fresh start of the 9th popular-election term, I will do my utmost so that every public official leads by example and practices integrity in daily life, making an Incheon that citizens trust.’
This training is meaningful in that it seeks to translate integrity from a slogan into everyday practice. As the analysis of corruption-prone areas was reflected in the training content, attention is turning to whether it will serve as an opportunity to broaden the foundation of citizens’ trust in the administration. Incheon plans to continue pursuing tailored integrity training and participatory programs that reflect the analysis, so that a culture of integrity takes root naturally throughout the organization.
