In step with Incheon’s administrative system reform, a new specialized agency dedicated to the arts, culture and tourism of Jemulpo-gu District has opened its doors. The Jemulpo Cultural Foundation (Chairman Kim Chan-jin) officially launched on July 1, 2026, taking its first step toward leading the development of local culture.

The Jemulpo Cultural Foundation was launched as the former Incheon Jung-gu Cultural Foundation was newly reorganized around the Jemulpo-gu District area in line with the administrative system reform. The foundation plans to broaden residents’ opportunities to enjoy culture and cultivate the local cultural ecosystem by rolling out a range of cultural policies and projects that link the area’s cultural resources, history and tourism.
The foundation will devote particular effort to establishing a “culture brand unique to Jemulpo” by developing specialized content that draws on the culture of the port opening, modern cultural heritage, and the area’s distinctive historical and cultural resources. To this end, it will carry out a wide array of projects reflecting the area’s characteristics, including the promotion of local culture, the invigoration of everyday cultural life, support for artistic and cultural creation, the development of festival and tourism content, the planning of performances and exhibitions, the operation of museums and libraries, and the management of cultural facilities.
The foundation also aims to build a community that communicates through culture and grows together, by expanding cooperation with artists, everyday cultural clubs, and local institutions and private organizations, and by invigorating cultural projects in which residents take direct part.

To mark its new start, the foundation held a variety of participatory programs on June 27, including the writing of supportive messages by residents, a commemorative bazaar and a photo zone. Then on June 30, it held an internal event at which staff together pledged commitment to the new beginning, sharing the significance of the launch.
Chairman Kim Chan-jin said, “The Jemulpo Cultural Foundation will go beyond a change of the institution’s name brought about by the administrative system reform to become a starting point for creating a new future for local culture,” adding, “We will do our utmost to enrich residents’ daily lives through culture and to become an open cultural foundation that grows together with the community.”
Going forward, the foundation plans to raise Jemulpo-gu District’s cultural competitiveness and lay the groundwork for sustainable local cultural development through a variety of cultural projects, including the promotion of local culture, arts and culture education, performances and exhibitions, festivals and tourism, and the operation of museums and libraries. Attention is now turning to whether the administrative district reform will lead not merely to a change of name but to a qualitative leap forward for local culture.
