Jemulpo-gu to deliver fresh bread monthly to 100 vulnerable households for three months

District, local social security council and Bakery association sign agreement on 'Bread of Love Sharing Support Pilot Project'; deliveries once a month from October to December include wellness checks

Incheon’s Jemulpo-gu District (Mayor Kim Chan-jin) has launched a public-private partnership to regularly deliver fresh bread to vulnerable residents who struggle to secure adequate meals. The district said on Oct. 8 that it signed a memorandum of understanding on the ‘2026 Bread of Love Sharing Support Pilot Project’ with its Local Social Security Council and the incorporated association Bakery on Oct. 7.

The signing ceremony was attended by Jemulpo-gu District, the Jemulpo-gu Local Social Security Council (Private Sector Chair Oh Byung-kyu) and the incorporated association Bakery (Chairman Lee Sung-in). The three organizations agreed to build a close cooperative system to support the diets of vulnerable residents and further strengthen the community’s welfare safety net.

The project will serve 100 households in the district that are receiving case management. These households will receive bread once a month for three months, from October through December this year. The program goes beyond food assistance by using the regular visits to check on each household’s circumstances.

Each organization has a defined role. Jemulpo-gu District will actively identify case management recipients who fall through gaps in the welfare system, connect them to the project and coordinate cooperation among the partner organizations. The Jemulpo-gu Local Social Security Council will oversee the overall operation of the project and evaluate its results. The Bakery association will supply fresh bread baked the same day in a hygienic environment and provide all materials needed to carry out the project.

For delivery, the district’s outreach health and welfare teams and honorary social welfare officers will pick up the bread and bring it directly to the recipient households. They will also check on residents’ well-being during the visits, allowing the program to serve as a care safety net. Because households of people living alone or with limited mobility tend to have less contact with others, the regular visits could serve as a channel for spotting early signs of crisis.

“This pilot project is a meaningful start in which the public and private sectors join forces to look after our neighbors’ meals and well-being,” Mayor Kim Chan-jin said. “We will carry out even more closely knit welfare administration so that this precious care and cooperation can become a source of hopeful energy in our neighbors’ daily lives.”

As the program is being run as a pilot, the results of the three-month operation and the performance evaluation are expected to serve as the basis for deciding whether the project will continue.
