Incheon City has arranged a forum where the city, its counties and districts, and private-sector related agencies come together to share pending issues in building administration and seek practical policy directions. Incheon Metropolitan City (Mayor Park Chan-dae) announced that it held the ‘2026 Third Building Policy Workshop with Cities, Counties, Districts and Related Agencies’ at the Ganghwa-gun Office on the 30th.

The event was attended by officials from the building, housing and redevelopment project divisions of the city and its counties and districts, as well as representatives from the Incheon Association of Architects and the Incheon Specialty Construction Association.

The workshop was organized to share the concerns of frontline staff who deal directly with citizens in building administration, and to narrow the gap between the system and the field so as to develop policies that citizens can actually feel. Participating agencies shared recently revised laws and major institutional changes, while freely exchanging views on the difficulties they experience in their respective divisions and on-site, as well as ways to cooperate.

Among the main agenda items were the progress of revising the 「Incheon Metropolitan City Building Ordinance」, a fire-safety survey of factories and warehouses, and support for the legal use of residential-lodging facilities (saenghwal-sukbak). Pending issues in the housing and redevelopment sectors were also discussed. As these items are directly linked to building safety and citizens’ housing and living conditions, if the outcomes lead to future institutional improvements, the impact on residents’ lives is expected to be considerable.

The city said the workshop focused on strengthening cooperation and communication among agencies so that the various opinions raised in the field can be connected to policy. Through this, it plans to narrow the gap between the system and the field and develop building administration that citizens can truly feel.

Incheon City has been holding these workshops since 2023, bringing the public and private sectors together to discuss pending issues and seek ways to cooperate. This year’s event, the third of its kind, was likewise assessed as having reflected on-site voices in policy and having built consensus for the advancement of building administration in Incheon.

Lee Ji-yeon, head of the city’s Building Division, said, ‘Because building administration is the field most closely tied to citizens’ daily lives, the process of reflecting on-site voices in policy is more important than anything else,’ adding, ‘The city, counties, districts and the private sector will communicate closely and find solutions together to realize citizen-centered building administration.’
