The city of Incheon has launched its 2nd Festival Promotion Committee and begun operating a full-fledged festival evaluation system in an effort to enhance the competitiveness of local festivals and promote more substantive operations. On the 29th, the city presented certificates of appointment to 15 members and held its first meeting at City Hall.

Incheon Metropolitan City (Mayor Park Chan-dae) announced that on the 29th it appointed the members of the 2nd Incheon Metropolitan City Festival Promotion Committee and held its first meeting at City Hall. The committee comprises a total of 15 members, including 14 appointed members such as experts in festivals, culture and the arts, and safety, along with one ex officio member, the Director-General of the Culture and Sports Bureau.

The committee is made up of 14 appointed members, including 12 experts in festivals, culture and the arts, one festival safety management expert, and one member of the Incheon Metropolitan Council, as well as the Director-General of the Culture and Sports Bureau serving ex officio. Members will serve a two-year term from September 2, 2026, to September 1, 2028. In accordance with the 「Ordinance on the Promotion and Support of Festivals in Incheon Metropolitan City」, the committee deliberates on and advises regarding the full scope of Incheon’s festival policy, ranging from the discovery and promotion of festivals to evaluation, the recommendation of festivals for central government support, and safety management.

At the meeting, following the presentation of appointment certificates by Vice Mayor for Balanced Development Nam Young-hee, the committee elected its chair and vice chair. The committee began its activities by receiving reports on the progress of the plan to advance Incheon’s festival promotion policy as well as the proposed grouping of members for this year’s on-site evaluations of each festival.

A notable feature of this year’s festival evaluation is that expertise has been enhanced through a partnership with a policy research project of the Incheon Institute. The evaluation targets are eight festivals within the city that have a total project cost of 200 million won or more, run for two days or longer, and are managed by a dedicated organization. The evaluation is divided into a first-stage on-site assessment, in which two members form a team and visit the site in person, and a second-stage comprehensive assessment, in which the committee reviews the results collectively based on those findings.

From October 2 to 18, on-site evaluations will be conducted for seven major festivals, including the Sorae Port Festival, the Bupyeong Pungmul Festival, and the 1883 Jjajangmyeon Festival. The Sinsongdo Beach Festival, held this past August, has already completed a preliminary evaluation. The city plans to convene the committee again in late October to carry out the comprehensive evaluation, and after a final report session in December, to reflect the improvement measures derived from the process in next year’s festival policy.

This evaluation system is significant in that it serves as a yardstick for measuring whether local festivals can move beyond being one-off events to establish themselves as flagship brands that citizens can enjoy safely. If it diagnoses not only planning capability and content but also safety management competence and leads to improvements, the satisfaction and safety of citizens attending the festivals are expected to rise together.

Jeon Yu-do, Director-General of Incheon’s Culture and Sports Bureau, said, ‘The 2nd committee will closely examine not only the planning capability and content competitiveness of festivals but also safety management competence, whose importance has grown recently.’ He added, ‘We will ensure that this evaluation does not stop at simply ranking festivals but leads to substantive qualitative growth for each one, faithfully incorporating the members’ expertise into city administrative policy.’
