The Incheon Metropolitan Government is launching a comprehensive plan to ensure the safety and traffic convenience of visitors coming to Incheon Family Park to tend ancestral graves during the Chuseok holiday. The city has designated the period from September 19 to October 5 as its grave-visit management period, and on Chuseok day it will fully restrict private vehicle access while operating free shuttle buses and temporary parking lots.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that, ahead of the upcoming Chuseok holiday, it has designated September 19 to October 5 as a grave-visit management period and will comprehensively pursue traffic, safety and convenience measures in anticipation of visitors and vehicles converging on the park during peak times. The aim is to manage in advance the grave-visit congestion and parking shortages that recur each holiday, thereby easing inconvenience for residents.
All facilities within Incheon Family Park will operate as usual during the holiday. To prevent grave visitors from arriving all at once, the charnel house will open early for three days from September 24 to 26, moving its opening time forward by two hours from the usual 8 a.m. to 6 a.m. The measure is intended to encourage early-morning visits and thereby spread out peak congestion.
On September 25, Chuseok day itself, when congestion is expected to be at its worst, all private vehicles except hearses visiting the Seunghwawon crematorium will be completely barred from entering the park from 6 a.m. to 5 p.m. The city is urging visitors to use public transportation that day and, to help visitors get around, will run 10 free shuttle buses circulating inside and outside the park from 8 a.m. to 5 p.m.
The outer loop route runs between Exit 2 of Bupyeong Samgeori Station on the Incheon subway and the large parking lot at Incheon Family Park, while the inner loop route departs from the large parking lot and passes Byeolbitdang and Manwoldang, the Sewol-ho Memorial Hall, the corridor-type columbarium, Seunghwawon (Yutaek Dongsan) and the entrance to Family Grave Complex 1 before returning to the large parking lot.
Measures to ease the parking shortage have also been prepared. For three days from September 24 to 26, the athletic field of Jeil High School will be opened as a temporary parking lot from 8 a.m. to 5 p.m. During the holiday period apart from Chuseok day, vehicle access to the park will be flexibly controlled according to on-site traffic conditions, alongside crackdowns on illegal parking and stopping.
On-site safety management will also be reinforced. The city, together with related agencies including the fire station and police station, will help maintain order, and a 119 ambulance will be stationed at the large parking lot to respond swiftly to emergencies. To ease inconvenience for visitors, a kiosk guiding visitors to the locations of the deceased in the charnel house will be operated, and five temporary ritual rooms each will be set up and run for three days at Pyeongondang and Byeolbitdang.
An online memorial service is also available year-round for those who find it difficult to visit in person. First introduced by the Incheon Metropolitan Government in 2020, the first such service in the nation, it offers functions such as holding memorial rites online, a gallery of the deceased (photos and videos), a messenger for bereaved families, and guidance on the locations of the deceased, all accessible through the Incheon Family Park online memorial website. A notable feature is that it allows elderly people with mobility difficulties or bereaved families living far away to still observe holiday rites.
Kim Sang-jeong, head of the city’s Senior Citizens Policy Division, said, ‘As a large number of grave visitors are expected during the Chuseok holiday, we are making every effort to create a safe and smooth grave-visiting environment,’ adding, ‘We ask residents to make active use of advance grave visits and online memorial services to help reduce congestion, and in particular to use public transportation on Chuseok day.’
