Science Ministry Launches Field-Focused Overhaul of Radio Spectrum Regulations

Object-detection radar permitted outdoors, industrial wireless charging output raised, and consumer two-way radio usage extended through 2032

Posted Article No. 58054

The Ministry of Science and ICT (Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) announced on the 16th that it is launching a field-focused overhaul of radio spectrum regulations to accelerate the spread of physical AI and innovation at industrial sites, while strengthening the benefits and safety of radio use that the public can experience in daily life. The improvement plan was designed with a focus on supporting new industries, enhancing convenience in everyday use, and preventing accidents and disasters.

The Ministry of Science and ICT explained that it prepared these regulatory improvements based on a public idea contest held since March and on demand identified at industrial sites. The plan is organized around three directions: supporting innovation in new industries, enhancing the tangible benefits of radio use in daily life, and supporting safety and disaster prevention.

In the area of new-industry support, the operating range of object-detection radar (76–81㎓), which had previously been limited to indoor devices connected to a power source, will be expanded to outdoor environments such as factory driving areas, parking lots, and loading and unloading zones. The ministry plans to prepare a revision of the technical standards for this within the year, and expects that the operation of autonomous mobile robots within smart factories and logistics centers will become considerably smoother.

The licensing exemption threshold for industrial wireless chargers is under review to be raised from the current 1㎾ or less to 3㎾ or less. In addition, related institutional improvements—including a plan to supply frequencies for long-range wireless charging that takes into account the effects of electromagnetic waves on the human body and international harmonization—will be prepared by December of this year.

In the defense and defense-industry sector, a fast-track will be introduced to streamline the licensing procedure for establishing experimental stations. The ministry plans to prepare within the year a measure that designates areas where the radio environment can be controlled as permitted zones for radio experiments, and, through a prior integrated review, shortens the required licensing period to 15 days. The electromagnetic compatibility assessment procedure for finished products will also be simplified, replacing the submission of original certificates for individual component modules with a certification-number lookup.

In the area of everyday convenience, the easing of burdens on small business owners stands out. The usage deadline for analog consumer two-way radios (400㎒), which had been scheduled to end this year, will be extended by six years to December 31, 2032, taking into account the devices’ durable lifespan and other factors. The measure is intended to ease the burden of abrupt device-replacement costs on small business owners and in leisure and everyday settings. In addition, starting in 2027, public-interest guidance services using radio technologies such as hearing loops and Bluetooth Auracast will be introduced on a trial basis, enabling people with hearing impairments and the elderly to receive information on the use of public facilities and emergency disaster alerts directly through personal receivers such as hearing aids and earphones.

In the area of safety and disaster prevention, technical standards—including usable bands and output limits—for ground-penetrating radar (GPR) and wall-penetrating radar (WPR), used to prevent ground-subsidence (sinkhole) accidents and to inspect the safety of underground facilities, will be established within the year. To prevent major loss of life from incidents such as bird strikes involving aircraft, technical standards for the frequency-band supply, antenna output, and operating methods of bird-detection radar—which detects the location and movement paths of birds in real time—will also be prepared within the year.

The Ministry of Science and ICT said it will make every effort in follow-up measures such as revising technical standards, preparing guidelines, and conducting pilot projects, and will strengthen communication with the field. Choi Woo-hyuk, Director General of the Information Protection and Network Policy Bureau, said, ‘In the era of physical AI, we will boldly clear away unreasonable regulations so that promising new industries such as manufacturing and logistics sites and the K-defense industry can leap forward more quickly by using radio waves,’ adding, ‘By reflecting the vivid voices of industry, we will innovate radio regulations flexibly and swiftly, and firmly support the daily lives and safety of the public.’
