Incheon’s Dong-gu District (Mayor Kim Chan-jin) has completed the blueprint for its child-friendly city policy to be pursued from 2027 to 2030. The district said it held the “Final Briefing on the Research Service for a Child Needs Assessment and Development Strategy for a Child-Friendly City” at the district office’s Sonamu Hall on June 26, finalizing the mid- to long-term direction for substantively guaranteeing the rights of local children.

The briefing was arranged to consolidate the results of the research service carried out over three months from March to June. Heads of the district office’s child-related project departments and leaders of relevant organizations attended to share the research findings and exchange a range of views on the future direction of child policy.
The research service was structured around two main pillars. One is the “child needs assessment,” which analyzes the demands of children gathered in last year’s resident opinion survey to sort out priorities. The aim is to identify what children themselves want from their community and use it as the starting point for policy. The other is the “establishment of a development strategy,” which designs the projects actually needed based on the survey results — a process that proposes concrete project plans for the third (2027–2030) child-friendly city plan.
Based on the findings, Dong-gu plans to finalize the third (2027–2030) child-friendly city plan in the second half of this year. Having secured evidence to reflect the voices of local children in actual policy, the district’s child policy over the next four years is expected to be crafted in greater detail.
Dong-gu Mayor Kim Chan-jin said, “We will actively use this research as important material presenting the direction for building a child-friendly city, and we will work to successfully complete the renewal of the UNICEF higher-level child-friendly city certification even after the launch of Jemulpo-gu.” The remarks are seen as reflecting a determination to carry on the standing the district has built as a child-friendly city, even as Jemulpo-gu is newly launched through administrative district reorganization.
Dong-gu is regarded as a front-runner among Incheon’s local governments in the child-friendly city field. In August 2018 it received its first UNICEF child-friendly city certification, the second in Incheon to do so, and in January 2023 it obtained the higher-level certification. It is now approaching the higher-level certification renewal scheduled for 2027, making this third plan a key stepping stone that will determine the success or failure of recertification.
