The Ministry of Agriculture, Food and Rural Affairs (Minister Song Mi-ryung) will expand nationwide, starting in late July this year, the ‘bundle delivery’ service of the Agri-Food Voucher, a support program for vulnerable groups. Residents of islands and mountain areas, where offline points of use are scarce, will now be able to order produce bundles at an online mall and receive them right at their doorstep.

The Ministry of Agriculture, Food and Rural Affairs (Minister Song Mi-ryung) announced that, to improve access to the Agri-Food Voucher, it will roll out ‘bundle delivery’ on a nationwide scale beginning in late July.

The Agri-Food Voucher is a program that provides a fixed monthly voucher amount so that households receiving livelihood benefits, which include pregnant women, infants and children aged 18 or under, and young people aged 34 or under, can reliably purchase domestic fresh farm and livestock products such as vegetables, fruit, meat and white milk. The support ceiling is 40,000 won per month for a single-person household, 100,000 won per month for a four-person household, and 187,000 won per month for households of 10 or more. This year the program covers about 160,000 households nationwide. The total project budget is set at 154.4 billion won (74 billion won in national funds and 80.4 billion won in local funds).
Users can buy domestic farm and livestock products with the voucher at some 62,000 stores nationwide approved by the ministry, including large supermarkets, local-food direct outlets, Hanaro Mart, eco-friendly stores and convenience stores. The results of the full program last year confirmed its effects: users’ dietary satisfaction rose from 2.87 to 3.68 out of 5, and the gap in the healthy-eating index narrowed by 19.9 percent.

However, residents of islands and mountain areas with few stores found the voucher inconvenient to use, and there were repeated calls for an alternative delivery system. In response, from November last year through January this year the ministry ran a pilot ‘Agri-Food Voucher Bundle’ project targeting about 7,800 voucher-using households across 14 cities and counties in North Jeolla Province, delivering basic, fruit and meat bundles to the doorstep when ordered at an online mall. As a result, repurchase rates were relatively high, especially in areas with poor access to points of use, confirming the need to expand the program.

The ministry began rolling open applications in May and selected its first bundle provider in late July. Users can choose and buy nutritionally balanced products according to their preferences at the bundle section set up on each provider’s online mall. As more providers join, sales competition among online malls is expected to further widen users’ range of choice and convenience.

This measure is significant in that it broadens the channel through which groups that have found it hard to visit stores in person — such as elderly people with limited mobility and residents of areas with poor transportation — can reliably receive fresh produce. Seo Jun-han, Director-General for Distribution and Consumption Policy, said, ‘We plan to prepare a variety of bundle products that take into account the health, nutrition and dietary patterns of vulnerable groups, and we will continue to expand the number of Agri-Food Voucher bundle providers to improve convenience for users who have poor access to points of use.’
