The Incheon Metropolitan Government will entrust the operation of the Incheon Metropolitan Dementia Care Home, set for completion on the 27th, to the social welfare corporation Human Welfare Society. Under a model in which the public sector provides the infrastructure and a private operator handles specialized management, a public care service that dementia patients and their families can use with peace of mind will begin full operation for the first time in Incheon.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced on the 20th that it had signed an entrustment agreement with the Human Welfare Society (represented by Kim Do-muk), the social welfare corporation selected as the private operator of the Incheon Metropolitan Dementia Care Home. Under the agreement, the Human Welfare Society will take overall charge of operating and managing the care home for the next five years.
The agreement is intended to put the facility’s operating system in place ahead of the completion ceremony scheduled for Aug. 27. The city plans to combine private-sector operational know-how with stable public elderly care infrastructure to provide a care service that both dementia patients and their guardians can trust.
Located in Galhyeon-dong, Gyeyang-gu, Incheon (846 Dream-ro), the care home is a core public elderly care facility built by the city in line with the government’s dementia national responsibility policy. With a total floor area of 2,980.35 square meters (one basement level and five above-ground floors), it is equipped with patient-tailored specialized facilities including a dedicated dementia ward, a physical therapy room, a sensory stimulation room and program rooms.
Drawing on the practical experience it has accumulated, the Human Welfare Society plans to go beyond simple care and run a range of specialized programs that help ease dementia symptoms and maintain physical function. For families preparing to use a care facility, this means they can now count on both the stability of public responsibility and the hands-on capabilities of the private sector.
The facility has fully adopted a unit-type spatial layout that allows small groups of residents to live in a home-like environment. By grouping bedrooms and living rooms into a single living unit, the design gives residents a sense of familiarity and emotional stability, while applying a dementia-focused safety design that reduces risk in cases of wandering or sudden behavior.
Mayor Park Chan-dae said, ‘This agreement is an important turning point for the Incheon Metropolitan Dementia Care Home to complete its preparations for opening and take a leap forward as a specialized public care facility.’ He added, ‘By actively cooperating with an entrusted operator that has rich experience and expertise, we will provide dementia patients with a dignified daily life and offer families a 365-day care environment they can entrust with peace of mind.’
