Ganghwa-gun has identified 566 hazards and risk factors across its public sector through a risk assessment conducted this year and is moving to correct them. The aim is to protect residents and workers by eliminating risks before accidents occur.

Ganghwa-gun (Mayor Park Yong-cheol) announced that it has completed the 2026 Ganghwa-gun Risk Assessment, carried out to strengthen safety management capabilities across the public sector and to prevent serious accidents in advance, and that it is now taking steps to correct the identified hazards and risk factors.

A risk assessment is a procedure for identifying hazards and risk factors that may arise at workplaces and work sites in advance and preparing improvement measures to prevent accidents. In that it manages risk at the cause stage rather than at the outcome stage, it differs from the previous approach that focused on dealing with accidents after they occur.

This assessment was conducted over roughly five months, from March 25 to August 21. With the participation of the Safety and Health Team of the Safety Management Division, a specialized risk assessment agency, and on-site workers, it covered workplaces and work sites managed and operated by each department, business office, and town (eup and myeon). A notable feature was that it looked broadly into frontline work sites rather than being limited to specific facilities.

The assessment identified a total of 566 hazards and risk factors. Each department decided to address items that can be fixed immediately without delay, while items requiring facility improvements or budget allocation will be improved in stages according to priority.

At the review meeting held that day, the assessment results and key improvement cases were shared, and reduction measures for the identified hazards and risk factors were discussed. In addition, practical training was provided to explain the strengthened risk assessment system under the 2026 revised 「Occupational Safety and Health Act」 as well as the criteria for imposing fines for failing to conduct a risk assessment. The measure is intended to enhance on-site response capabilities by ensuring that staff accurately understand the changes to the system and the standards for penalties.

Mayor Park Yong-cheol emphasized, ‘A risk assessment is not simply about identifying risk factors; its purpose lies in removing or improving those risk factors before an accident occurs,’ and urged, ‘I ask each department to take responsibility in carrying out the follow-up measures.’ He added, ‘We will closely examine the work sites of every department, business office, and town, and firmly establish a prevention-focused safety management culture.’

This assessment and the follow-up improvements are directly linked to the safety not only of the workers at public work sites but also of the residents who use these facilities. As the key question is whether the 566 identified factors will lead to actual improvements, the implementation of the staged measures remains a task for the future.
