The assistance was arranged to offer practical help to children and youth from low-income households who are prone to being excluded from cultural activities due to financial hardship. The community social welfare council is an organization tasked with identifying and supporting blind spots in welfare for vulnerable groups through public-private cooperation, and this culture voucher support was carried out as part of such efforts.
