The Hwasu 1·Hwapyeong-dong Community Welfare Council (Civilian Chair Shin Ki-woo) of Jemulpo-gu District (Mayor Kim Chan-jin), Incheon, held a ‘Welfare Blind Spot Discovery and Child Abuse Prevention’ campaign in the Hwadojin Park area on the 12th. The aim is to have residents themselves identify neighbors struggling without access to institutional support.

Under the slogan ‘Find Neighbors in Need,’ council members handed out flyers on welfare blind spots to residents visiting the park. They also asked residents to notify the community service center if they see neighbors having difficulty making ends meet. The message underscored that households in crisis often do not seek help on their own, making reports from neighbors the starting point for discovery.

The campaign also included child abuse prevention activities, aimed at raising awareness so that the community does not stand by when a child is suspected of being abused.

Separately, the council set up a dedicated welfare counseling booth at the Hwasu 1·Hwapyeong-dong residents’ general assembly. There, it promoted awareness of reclusive and isolated youth and young family caregivers, groups newly classified as welfare-vulnerable. The effort seeks to broaden recognition of blind spots to include young people who have gone unnoticed because they fall outside the traditional focus on low-income households and the elderly.

Kang Kyung-hee, head of Hwasu 1·Hwapyeong-dong, said, “If you come across a neighbor in need or a child suspected of being abused, please do not hesitate to notify the community service center,” adding, “We plan to provide public services such as basic livelihood security and emergency assistance to identified households in crisis through in-depth counseling.”

Households identified through the campaign will be linked to public services such as basic livelihood security or emergency assistance after in-depth counseling at the dong community service center. If this approach of connecting residents’ reports with administrative support takes root, it is expected to have a tangible effect in narrowing welfare blind spots in the Hwasu 1·Hwapyeong-dong area.
