Incheon Expands ‘Just Take It’ Food Aid to All Districts and Counties… Tightening the Basic Food Safety Net

Program grows from 5 to 14 sites across 11 districts and counties, pairing walk-in support with the discovery of at-risk households

The Incheon Metropolitan Government is expanding its ‘Just Take It’ (Geunyang-Deurim) program citywide, offering vulnerable residents who urgently need food and daily necessities on-the-spot support without complicated procedures. The program, previously run at seven sites across five districts and counties, will more than double in scale to 14 sites across 11 districts and counties by the end of this month.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it is expanding and fully launching its ‘Just Take It’ program across all of Incheon’s districts and counties (gun and gu) to guarantee basic food access for vulnerable residents and to identify and support those falling through the cracks of the welfare system.

‘Just Take It’ is a hands-on welfare program that allows residents who urgently need food and daily necessities, due to financial hardship or other reasons, to receive the items they need on-site immediately, without any separate application or eligibility screening. Its defining feature is a design that keeps administrative procedures for determining eligibility from becoming a barrier that blocks help.

After a pilot phase last December, the program was rolled out from May through August this year at seven sites across five districts and counties, including Ganghwa-gun, Yeonsu-gu, Namdong-gu, Bupyeong-gu and Gyeyang-gu, where it was well received. The city is now adding seven new sites across six districts and counties, growing the program to 14 sites across 11 districts and counties.

The expanded operation begins on the 8th with the Jemulpo-gu Food Market, followed in sequence by the Geomdan-gu Food Market, the Yeongjong-gu Food Market, the Michuhol-gu Food Market Branches 1 and 2, the Seohae-gu Food Market and two townships (myeon) in Ongjin-gun, with operations set to begin in every district and county by the end of this month. Each site operates on designated days three times a week, at least three hours per session.

The program goes beyond simply handing out goods. In-depth counseling is provided during each visit to identify at-risk households in urgent need of additional support early on, and to connect them with public and private welfare services. Through July this year, some 4,000 residents used ‘Just Take It,’ a process that yielded roughly 1,700 on-site counseling sessions and about 160 referrals to welfare services. In effect, the program serves as a point of contact where residents in need are met at the goods-distribution window and linked to the welfare safety net.

Even after the expansion to all districts and counties, the city plans to continue monitoring usage trends and resident demand in cooperation with each district, county and operating agency, and to refine the program by reflecting voices from the field.

Kim Min-jeong, director-general of the city’s Health and Welfare Bureau, said, ‘Just Take It is a core program that immediately provides food and daily necessities so that residents in need are not left out of welfare benefits because of complicated administrative procedures, and that also connects them to the welfare safety net they require.’ She added, ‘Using this citywide expansion as a turning point, we will weave a fine-meshed welfare net so that any resident can receive timely and reliable help in a moment of life’s crisis.’
