The Incheon Metropolitan City Agricultural Technology Center has been selected as a top-performing institution in the national subsidy execution review organized by the Rural Development Administration for the fourth consecutive year since 2023. Officials say the center’s stable and swift budget execution management has consistently earned high marks among local governments nationwide.

The Incheon Metropolitan City Agricultural Technology Center has been named a top-performing institution in the national subsidy execution review for four years running. Since its first selection in 2023, the center has maintained the highest grade every single year through this year without exception.
The review, organized by the Rural Development Administration, was based on key indicators such as the scale of disbursed funds, the volume of executed projects and the prior year’s execution rate. It comprehensively assesses how closely budgets were spent according to plan and how quickly they were deployed in the field. Incheon posted uniformly strong results across these indicators through thorough budget execution management and prompt project implementation.
From the beginning of the year, the center intensively managed key projects to ensure the swift execution of rural development programs and periodically reviewed performance. By closely tracking quarterly budget status, it resolved in advance any factors that could cause delays during execution, allowing projects to proceed on schedule.
When national subsidies are executed without delay, it means that agricultural technology dissemination and farm support backed by the budget reach farmers in a timely manner. If budgets are concentrated at year-end or carried over, help to the field is delayed accordingly, so swift execution is directly tied to the speed of support that local farmers actually experience — beyond being an administrative achievement.
Lee Hee-jung, director of the Incheon Agricultural Technology Center, said, ‘Incheon has consistently received high evaluations among local governments nationwide through stable and efficient fiscal execution,’ adding, ‘Being selected as a top performer in national subsidy execution for four consecutive years is the fruit of the efforts of both the Agricultural Technology Center and our farmers.’ He continued, ‘We will do our utmost to ensure that planned projects are executed on time through thorough budget management and prompt project implementation going forward.’
