AI Screens Jeonse Fraud Risks in Advance… ‘Gyeonggi Safe Real Estate’ to Launch Pilot in October

Ministry of Science and ICT and Gyeonggi Province unveil full-cycle service supporting the before, during and after stages of a contract, released on the 15th

The Ministry of Science and ICT and Gyeonggi Province have introduced ‘Gyeonggi Safe Real Estate (GRTS),’ a service that uses artificial intelligence (AI) to diagnose real estate transaction risks such as jeonse (deposit-based lease) fraud in advance. The two organizations held a launch ceremony on September 15 and announced that pilot operation will begin in October.

The Ministry of Science and ICT (led by Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) and Gyeonggi Province held the launch event for ‘Gyeonggi Safe Real Estate’ on September 15. At its core, the service combines AI data analysis with on-site verification by licensed real estate agents to identify and respond in advance to risk factors that may arise throughout the entire jeonse contract process — before, during and after signing.

The service divides its functions according to each stage of a contract. Before a contract, it uses AI to analyze various data such as the certified copy of the property register and market prices, diagnosing the rights relationships and risk factors of a listing and providing the results of a rights analysis. During a contract, it uses voice recognition technology to analyze the explanations given during the process and checks whether the licensed agent has fulfilled the key disclosure requirements, while also analyzing the main contents of the contract to help identify omitted items or points that need supplementing. After a contract, it monitors changes to the property register 24 hours a day and immediately alerts the tenant to any warning signs when significant changes in rights relationships occur, such as the establishment of a mortgage.

In particular, ‘Gyeonggi Safe Real Estate’ applies ‘field-integrated cross-verification,’ which adds on-site checks by licensed agents to the AI analysis results, so that even risks difficult to confirm through documents or data alone can be filtered out. Tenants receive the rights analysis results of verified licensed agents free of charge and can also ask follow-up questions about the analysis through an AI chatbot. Even after receiving the rights analysis results, changes to the property register continue to be reflected, allowing tenants to check the latest information.

The Ministry of Science and ICT and Gyeonggi Province will begin official pilot operation in October 2026. Anyone who is a party to a real estate transaction within Gyeonggi Province can use the service, and during the pilot period it will be operated mainly around the roughly 15,000 licensed agents taking part in the ‘Gyeonggi Safe Jeonse Project,’ which the province and licensed agents are jointly pursuing to prevent jeonse transaction risks such as fraud.

With jeonse fraud damage emerging as a social problem, the new service is seen as a measure that broadens the housing safety net, in that tenants can receive expert-verified information free of charge throughout the entire process — from risk diagnosis before signing to monitoring register changes after the contract.

Ryu Je-myung, Second Vice Minister of Science and ICT, said, ‘Gyeonggi Safe Real Estate is a service that combines AI-based data analysis with on-site verification by licensed agents to help detect and prevent jeonse fraud risks in advance, and we expect it to become a meaningful example of AI being used as a practical means of solving problems in people’s daily lives.’ He added, ‘We will continue to ensure that AI does not stop at technological progress but is used to solve the various problems people actually face and to improve their lives, while building an AI foundational society in which the benefits of AI reach everyone.’

More details are available on the ‘Gyeonggi Safe Real Estate’ website (grts.gg.go.kr), and key information can also be received through its KakaoTalk channel.
