Incheon’s Jemulpo-gu District (Mayor Kim Chan-jin) will provide crime prevention safety devices to protect women who live alone and women who run shops by themselves. The district said it is launching the ‘Women’s Safety Dream Support Project’ to prevent crimes against women, including stalking, and to create a safer living environment, and will accept applications from Oct. 1 to 30.

Eligible applicants are single-woman households and shops run by a woman alone in the district. Priority will go to women who have experienced crime or violence and to vulnerable groups, such as basic livelihood security recipients and near-poverty households. Concerns have been raised that single-person households are relatively vulnerable to crime because no one is nearby to call for help in an emergency, while single-operator shops are exposed because their business space is open to the public.
Rental conditions for the home or business space apply. For households, the jeonse-equivalent value must be 300 million won or less, and homeowners are excluded. For shops, the jeonse-equivalent value must be 350 million won or less, and shop owners are excluded. The jeonse-equivalent value is calculated by adding 12 months of rent to the deposit. For example, a unit with a deposit of 100 million won and monthly rent of 500,000 won has a jeonse-equivalent value of 106 million won.
The equipment provided differs by recipient. Single-woman households will receive a ‘safety home set’ worth 250,000 won, consisting of a smart home camera, a smart doorbell and a portable emergency bell, while shops run by a woman alone will receive a ‘safety emergency bell’ worth 320,000 won.
The home set devices connect to a smartphone, allowing users to check their front door and home in real time even when away. However, because they require wireless internet to operate, only households with Wi-Fi can apply. For the shop emergency bell, the district plans to link it to 24-hour police dispatch support when pressed in an emergency, which is expected to ease anxiety at night or during hours when owners work alone.
Applications can be submitted in person at the Jemulpo-gu Women and Family Division (inside the Women’s Center building) or by email to the official in charge (jjhhit@korea.kr).
Jemulpo-gu Mayor Kim Chan-jin said, “Through the safety equipment support, we will ease the fear of crime among single-woman households and single-operator shops, and help them live more safely in their daily lives and business spaces,” adding, “We will continue to work to prevent crimes against women and create a safe local environment.”
A notable feature of the project is that it covers not only living spaces but also business spaces on which people’s livelihoods depend. As the application period is limited to one month, eligible residents are advised to check their rental conditions and Wi-Fi availability in advance.
