Yeongjong-gu lands Korean Air MRO cluster, lays groundwork for ‘airport economy capital’ with 150 billion won investment

Incheon’s Yeongjong-gu District (Mayor Son Hwa-jeong) is moving to flesh out its vision of “Yeongjong, Korea’s airport economy capital,” using Korean Air’s planned aircraft maintenance, repair and overhaul (MRO) cluster as a springboard. Mayor Son said on the 1st that, as Korean Air is picking up the pace on building the MRO cluster inside the Yeongjong Aviation General Industrial Complex, the district will use the project as a solid foundation for realizing its goal of becoming an airport economy capital.

The starting point of the plan is the “investment and tenancy agreement for the creation of the Korean Air aircraft maintenance (MRO) cluster and mutual growth,” signed on the afternoon of the 30th of last month at the G-Tower of the Incheon Free Economic Zone (IFEZ) Authority. The parties to the agreement are Yeongjong-gu, Incheon Metropolitan City, the IFEZ Authority, Korea Land and Housing Corp. (LH), Incheon Housing and City Development Corp. (iH) and Korean Air. Attending the signing ceremony and signing the agreement in turn were Mayor Son, Incheon Mayor Park Chan-dae, IFEZ Commissioner Kim Jong-cheol, Korean Air Vice Chairman Woo Kee-hong, LH Incheon Regional Headquarters chief Seo Hwan-sik and iH President Ryu Yun-gi, among others.

The agreement has two main pillars: developing the Yeongjong Aviation General Industrial Complex into a hub for the aircraft maintenance industry, and clearly defining each institution’s role and how they will cooperate as Korean Air moves into the cluster. With the local district, the metropolitan city, the free economic zone authority, public development agencies and the company dividing roles at a single table, the arrangement is seen as a mechanism to strengthen the project’s ability to deliver.

The scale of investment was also laid out in detail. Korean Air plans to invest about 150 billion won by December 2031 to build aircraft maintenance-related facilities with a total floor area of about 100,000㎡ on a site of about 50,000㎡ within the industrial complex.

MRO covers the maintenance, repair and overhaul of aircraft and is regarded as a core industry underpinning safe flight operations. The establishment of a maintenance base in Yeongjong, home to an international airport, signals that the airport can function not merely as a transportation facility but as a hub that generates local industry and jobs.

Under the agreement, Yeongjong-gu will provide administrative support, including various permits and approvals, to create a business-friendly environment. The district also pledged to focus on building a cooperative system to train local talent in the aircraft maintenance field and link them to actual employment. In return, Korean Air committed to running site visit programs as part of its efforts toward mutual growth with the local community and to working to train aircraft maintenance specialists.

The district expects the agreement to accelerate the formation of the Yeongjong airport economic zone. It said the large-scale investment is expected to inject vitality into the local economy as a whole and create quality jobs in cutting-edge future industries. As the agreement explicitly includes local talent development and links to employment, attention is also turning to whether it will widen opportunities for Yeongjong residents and young people to pursue careers as skilled technical professionals within the region.

“As Yeongjong-gu aims to become ‘Korea’s leading airport economy capital,’ we will actively cooperate with the relevant institutions so that this agreement serves as an opportunity to strengthen the aircraft maintenance (MRO) industry base of the Yeongjong Aviation General Industrial Complex and leads to local talent development and job connections,” Yeongjong-gu Mayor Son Hwa-jeong said.

The project is a long-term undertaking with a target date of December 2031. The challenge ahead is whether the commitments in the agreement on administrative support and on talent development and employment links will be carried out step by step and translate into real jobs and benefits for the local economy.
