Ganghwa-gun to Conduct Tailored Guidance and Inspections in Serious-Accident Vulnerable Sectors Through October 23

High-risk contracted, outsourced and entrusted worksites to be separately selected for intensive on-site inspection

Posted Article No. 59227

Ganghwa-gun (Governor Park Yong-cheol) will carry out tailored guidance and inspections targeting sectors vulnerable to serious accidents through October 23, in an effort to prevent serious accidents and create a safe working and public environment. Notably, starting with this round, the county will separately select high-risk contracted, outsourced and entrusted operations as well as ordering worksites, and will newly pursue field-centered intensive inspections that go beyond document reviews.

Ganghwa-gun announced that it will conduct tailored guidance and inspections targeting sectors vulnerable to serious accidents through October 23. The inspections were arranged to improve weak points identified through the results of the first-half compliance review of safety and health obligations this year, and to eliminate on-site risk factors in advance.

The county plans to divide the inspection targets into three areas — ▲serious industrial accidents ▲serious civil accidents ▲high-risk contracted, outsourced and entrusted operations and ordering worksites — and to examine the state of safety management in each.

In the serious industrial accident area, the county will focus on the management of frontline workers and the safety and health management of contracted, outsourced and entrusted operations, checking risk assessments, safety and health education, and whether corrective measures from the first-half inspection have been implemented. In the serious civil accident area, it will review whether safety management plans for each facility have been carried out, along with regular inspections and emergency response systems.

What draws attention is that the county will separately select contracted, outsourced and entrusted operations and ordering worksites with large project scale and high work risk, and newly begin field-centered intensive inspections. This is a measure to overcome the limits of safety inspections that tended to stop at document reviews, and to raise effectiveness by directly examining worksites. The county will identify major risk factors such as falls, entrapment, fire and asphyxiation directly at the sites, and will also run campaigns to inform workers of accident cases and safety rules.

Items that can be improved immediately during the inspection will be corrected on site under guidance, and where further improvement is needed, the county will verify whether corrective actions have been completed. The intent is to manage matters so that they lead to actual improvement rather than merely pointing out problems.

In addition, the county plans to analyze the results of inspections and improvements to uncover recurring risk factors, and to share excellent cases with all departments and eup and myeon offices, as well as with similar worksites, for use in safety management. The aim is not to end with a single inspection but to broaden prevention capacity through accumulated data — a matter directly linked to the safety of both workers and residents who use the facilities.

Ganghwa-gun Governor Park Yong-cheol said, ‘Preventing serious accidents is not simply a matter of inspection; what matters is finding on-site risk factors and making sure they lead to actual improvement.’ He added, ‘Through tailored guidance and inspections, on-site management of high-risk worksites, and safety campaigns, we will ensure that safety rules are put into practice at worksites and build a safe Ganghwa-gun where both workers and residents can feel at ease.’

Inquiries regarding the inspections can be directed to the Safety and Health Team of the Safety Management Division of Ganghwa-gun (032-930-3802).
