Incheon will conduct an air-raid civil defense drill across the entire city for 20 minutes from 2 p.m. on August 20. The city says the exercise is intended to test citizens’ ability to respond in real situations and to protect their own lives and safety in the event of an unforeseen security crisis.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it will hold an air-raid civil defense drill throughout the city for 20 minutes starting at 2 p.m. on August 20.
The drill will begin precisely at 2 p.m. with the sounding of an air-raid warning siren. When the siren goes off, citizens must move quickly to the nearest civil defense shelter or underground space, following the instructions of evacuation guides. The drill situation and public action guidelines for emergencies will be broadcast in real time through radio and disaster safety text messages, and guides will be fully deployed at each shelter to help citizens move safely and smoothly.
At present, a total of about 785 civil defense shelters, including apartment basements, subway stations and underground shopping arcades, are designated and in operation across Incheon. Citizens who are unfamiliar with shelter locations can check nearby shelters anytime and anywhere through major portals such as Naver and Daum, as well as apps like KakaoMap, Naver Map, Tmap and Safety Dawn (Emergency Ready App). To avoid confusion in a crisis, it is important to identify in advance the shelters within one’s everyday radius.
The hallmark of this drill lies in a practical evacuation experience that citizens carry out with their own bodies. The city will select one heavily used facility in each district (gun and gu), such as a large supermarket or subway station, to carry out a ‘citizen-participation evacuation drill.’ It also plans to intensively review the initial emergency response system among local civil defense members and to further strengthen real-world response capabilities by drilling them in action procedures.
A review of conditions for emergency vehicle passage will be conducted in parallel. The Incheon Fire Headquarters will carry out a ‘clear-the-way for fire trucks’ drill, an actual emergency-vehicle operation exercise, along 11 sections managed by each local fire station, closely inspecting traffic conditions to secure the golden time and encouraging drivers to yield and citizens to cooperate actively. This is a measure to shorten arrival times at disaster scenes and to bolster the response capacity directly tied to citizens’ lives.
Sim Yeon-sam, head of the city’s Citizen Safety Headquarters, urged, ‘This air-raid civil defense drill is an essential exercise for citizens to protect their own lives and safety in an unforeseen security crisis,’ adding, ‘We ask for active participation and cooperation so that every citizen can take this opportunity to fully master the public action guidelines for emergencies.’
