Gangseo-gu to Launch ‘2026 Redevelopment Academy’ on Aug. 25, Breaking Down Complex Housing Redevelopment Procedures for Residents

Nine Sessions at Gangseo-gu Office for Hwagok, Deungchon, Gayang Residents and at Gonghang-dong Community Center for Banghwa, Gonghang Residents…Applications Open Aug. 4, Free of Charge

Posted Article No. 53668

Seoul’s Gangseo-gu (Mayor Jin Gyo-hoon) will run the ‘2026 Redevelopment Academy’ over nine sessions, held every Tuesday and Wednesday from Aug. 25 to Sept. 29. The program is designed to help residents understand the often complex and unfamiliar procedures involved in housing redevelopment projects—including redevelopment and reconstruction, urban public housing complex projects, and Moa-town small-scale redevelopment—in accessible terms, so they can take an active role in projects affecting them. The district expects the academy to address residents’ questions while laying the groundwork for more balanced regional development across Gangseo-gu.

Across Gangseo-gu, various forms of housing redevelopment projects—including redevelopment, reconstruction, Moa-town initiatives, and local housing associations—are underway simultaneously. However, concerns have persistently been raised that residents, the very stakeholders in these projects, often participate in association general meetings or consent procedures without sufficient information, given the complicated procedures and heavy use of technical terms such as appraisal valuation, management and disposal plans, and tax incentives. The academy was designed to narrow this information gap and enable residents to understand the structure of these projects themselves before taking part in decision-making.

With resident accessibility in mind, the classes will be held at two locations. Sessions for ‘Zone 1,’ covering the Hwagok, Deungchon, and Gayang areas, will take place in the third-floor conference hall at Gangseo-gu Office, while sessions for ‘Zone 2,’ covering the Banghwa and Gonghang areas, will be held at the Gonghang-dong Community Service Center. Applications will be accepted separately by zone, but participants may freely choose to attend any session regardless of zone. The curriculum covers six topics: understanding redevelopment projects (an introduction to housing supply projects), urban public housing complex projects, redevelopment and reconstruction, Moa-town and small-scale housing redevelopment projects (including local housing associations), management and disposal plans (appraisal valuation), and real estate taxation related to redevelopment projects.

Instructors will be drawn from experienced professionals in their respective fields, including architects, certified appraisers, and tax accountants. In particular, the lectures will focus on case studies addressing the issues residents are most curious about in practice, such as the principles of appraisal valuation and how proportional rates are calculated, standards for relocation and business compensation, and tax exemption requirements at each stage of a project. For residents unable to attend in person, the lectures will be filmed separately and made available on Gangseo-gu Office’s official YouTube channel, and a completion ceremony will be held on Sept. 29 for residents who attend more than half of the total sessions.

Applications will be accepted for two weeks, from Aug. 4 to Aug. 18, through the notices and news board on the Gangseo-gu Office website. Anyone interested—not just those directly involved in redevelopment projects—may apply, and there is no charge to attend.

Gangseo-gu Mayor Jin Gyo-hoon said, “Since redevelopment projects are significant undertakings that reshape the future landscape of our community, it is essential that residents understand these projects based on accurate knowledge and take an active role in them.” He added, “We hope this academy will help resolve residents’ questions and serve as a foundation for accelerating balanced development across Gangseo-gu.” For more information, contact the Gangseo-gu Office Urban Strategy Division at 02-2600-1734 or 1736.
