The Gangseo-gu Office in Seoul (Mayor Jin Kyo-hoon) will begin live-streaming its “Expanded Executive Meeting,” attended by district office executives, on the Gangseo-gu Office’s official YouTube channel starting September 1. The Expanded Executive Meeting brings together executives from every department and neighborhood community service center to discuss and decide on major policies and pending issues, and the district office said the move is intended to show residents, unfiltered, a decision-making process that has never before been open to the public. The live broadcast is meant both to increase transparency in district administration and to strengthen two-way communication with residents, and it is being seen as a notable attempt among Seoul’s autonomous districts.

According to Gangseo-gu, the first broadcast will air at 9 a.m. on September 1, after which the meetings will be regularly opened to public viewing at 10 a.m. on the first and third Tuesdays of each month. Residents who wish to watch can access the meeting through the YouTube link posted on the Gangseo-gu Office website’s bulletin board or notification window, available starting one hour before the meeting begins on the day of broadcast. For residents who miss the live broadcast, the district has set up an “Expanded Executive Meeting Video Viewing” board under the Gangseo Administrative Materials section of the Administrative Information category on the district office website, allowing past meeting footage to be viewed again.

Notably, the live broadcast will also feature a real-time chat function, drawing particular attention. Residents will be able to leave comments or propose policies in the chat window while watching the meeting, and the opinions gathered this way are to be reviewed by the relevant departments and reflected in actual district administration. Observers note that this goes beyond simply showing meeting footage, distinguishing it from existing one-way information disclosure by creating a channel through which residents’ voices can directly reach the policy decision-making process.
Opening up the district office’s executive meeting to the public is an issue that could potentially invite controversy, such as promoting the achievements of a particular individual or raising concerns about violations of election law. Apparently mindful of this, Gangseo-gu said it had thoroughly reviewed and examined in advance any possible violations of the Public Official Election Act that could arise in the course of pursuing the live broadcast. According to the district, the plan is to exclude content that publicizes the mayor’s achievements or could invite political misunderstanding, while operating the broadcast in a way that transparently discloses the decision-making process for major projects and guarantees residents’ right to know.
Gangseo-gu Mayor Jin Kyo-hoon said, “Live-streaming the meeting is a promise to practice communicative administration by disclosing district affairs exactly as they are.” He added, “Through real-time communication with residents, we will continually consider how best to respond to them, and in the process, this will also be an opportunity for our staff to reconsider their own work from residents’ perspective.”
Amid persistent criticism that local governments’ policy decision-making processes are closed off, attention is turning to whether the live broadcast of this Expanded Executive Meeting will lead to substantive resident participation.
