Tailored collection by arrears type through five months of in-person and phone consultations, with welfare links for those struggling to make ends meet

Yeonsu-gu District (Mayor Lee Jae-ho) in Incheon will temporarily operate a “2026 Local Tax Arrears Management Team” for five months, from July through November. The measure is aimed at systematically clearing arrears in local taxes and non-tax revenues and at securing stable, self-generated funds. A notable feature is that it goes beyond simple collection to also consider the circumstances of delinquent taxpayers.

The management team will be made up of fixed-term workers and dedicated staff from the tax department. They will visit delinquent taxpayers directly or conduct phone consultations to classify the types of arrears, and carry out customized management and collection activities by type.

The operation will be differentiated according to each delinquent taxpayer’s situation. For those who have the ability to pay but have delayed doing so, the team will actively encourage voluntary payment, while for livelihood-related delinquents experiencing temporary financial difficulties, it will guide them toward installment payments. Beyond this, the district plans to link taxpayers with welfare services where necessary, so that arrears issues can be resolved at their root.

Based on the results of this year’s pilot operation, the district plans to continue the program from next year by expanding the management team’s operating period and dedicated staff. Through this, it expects to further strengthen responses tailored to each type of arrears, raise the collection rate, and establish a culture of conscientious tax payment in the community.

Mayor Lee Jae-ho said, “Operating the arrears management team is customized administration that goes beyond simply collecting arrears to carefully examine the circumstances of delinquent taxpayers,” adding, “We will continue to do our utmost to ensure fair tax administration and foster a sound tax-paying culture.”
