The Ministry of Science and ICT (Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) announced that it will hold the ‘Samsung Electronics-National NanoFab Center Public Nano-Fab Operational Efficiency Consulting Results Briefing’ at 1:30 p.m. on the 11th at the National NanoFab Center of Pohang University of Science and Technology (POSTECH). The initiative aims to enhance service competitiveness by transplanting private-sector semiconductor fab operation expertise into public nano-fabs, the nation’s semiconductor research infrastructure, in a tailored manner.

This event was arranged as a follow-up to the memorandum of understanding (MOU) signed in March last year by the Ministry of Science and ICT and the three major semiconductor companies (Samsung Electronics, SK hynix, and DB HiTek). From March to August this year, over a period of six months, the Win-Win Cooperation Center of Samsung Electronics’ Device Solutions (DS) Division carried out consulting to transfer semiconductor fab operation and management know-how to the National NanoFab Center.
At the briefing, participants shared the achievements made thus far in raising the operational competitiveness and service quality of public nano-fabs, and discussed public-private cooperation measures to strengthen the national semiconductor research ecosystem. Some 20 officials attended the event, including Ji Hyun-ki, Executive Vice President and head of the Win-Win Cooperation Center at Samsung Electronics’ DS Division, and Lee Byung-hoon, president of the National NanoFab Center.
The consulting applied to the characteristics of public nano-fabs the manufacturing-innovation experience of Samsung Electronics’ ‘eye-level consulting for materials, parts, and equipment (MPE) suppliers,’ which the company has been promoting for its MPE partner firms. By adopting such on-site improvement methodologies, the National NanoFab Center comprehensively strengthened its foundations for safety, cleanliness, equipment reliability, and process-service response.
Looking at the improvements by area, in the safety and environment sector, potential on-site hazards such as chemical storage, water leaks and pipe corrosion, firefighting facilities, local exhaust systems, and protective equipment were thoroughly identified and improved. In the on-site management sector, based on the ‘5S3jeong’ principles (sort, set in order, shine, standardize, sustain; correct product, correct quantity, correct location), the center significantly improved the proper placement of tools and supplies and the level of cleanliness around workbenches and equipment. In the equipment operation sector, communication systems between processes were reinforced and preventive maintenance activities were regularized, while in the facility operation sector, the basic condition of equipment was restored and potential failure factors were eliminated in advance from the perspective of the ‘eight equipment systems’ (fastening, lubrication, drive, transmission, pneumatics, electrical systems, control, and instrumentation).
In particular, this consulting is characterized by going beyond simple on-site organization to institutionalize standard operating procedures (SOPs), checklists, and training and operation standards. Based on leaders setting an example and the voluntary participation of members, a sustainable system was firmly established so that improvements would not be a one-time event but would take root as the organization’s way of working.
Public nano-fabs are a core foundation of the K-semiconductor ecosystem, where domestic MPE firms develop and verify new technologies and products. Win-Win Cooperation Center head Ji Hyun-ki said, ‘By applying to public nano-fabs the manufacturing-innovation know-how accumulated through partner consulting, we will continue to contribute to strengthening the competitiveness of the domestic semiconductor ecosystem as a whole.’
The Ministry of Science and ICT plans to expand this innovation model sequentially, following the National NanoFab Center and the National NanoFab Center, to the Korea Advanced Nano Fab Center, Seoul National University’s Inter-university Semiconductor Research Center, the Next-generation Sensor and Semiconductor Research Institute of the Daegu Gyeongbuk Institute of Science and Technology (DGIST), and the MPE Technology Center of the Electronics and Telecommunications Research Institute (ETRI). In addition, it plans to share the consulting results and best practices with all institutions participating in ‘MoaFab,’ the linkage and integration platform for public nano-fabs, thereby raising the reliability of the nation’s semiconductor R&D and MPE demonstration and evaluation infrastructure.
Yoon Kyung-sook, Director-General for Basic and Original Research Policy at the Ministry of Science and ICT, said, ‘The transfer of the private sector’s advanced fab operation know-how is an exemplary win-win cooperation model that can innovatively establish a virtuous cycle in the semiconductor ecosystem, as much as the transfer of idle equipment by the three semiconductor companies,’ adding, ‘Going forward, centered on MoaFab, the national semiconductor R&D support system, we will strengthen public-private cooperation with the three semiconductor companies, including private consulting, the transfer of idle equipment, and the utilization of highly experienced private-sector personnel.’
This cooperation is significant in that it spreads large corporations’ accumulated on-site management capabilities to public research infrastructure, broadening the foundation on which MPE firms and researchers can undertake technology development and verification in a safer and more reliable environment.
