Temporary operation from July to November; tailored collection by arrears type through in-person and phone consultations, with installment payments and welfare linkage for hardship-related delinquents

Yeonsu-gu District (Mayor Lee Jae-ho) is launching its ‘2026 Local Tax Arrears Management Team’ to systematically resolve overdue local taxes and non-tax revenues and to stably secure its own revenue sources. The team will operate for five months, from this July through November, on a temporary basis.

The arrears management team is composed of fixed-term workers and dedicated personnel from the tax department. Targeting residents who have fallen behind on local taxes and non-tax revenues, they will visit registered addresses in person or conduct phone consultations, carrying out tailored management and collection activities by type of arrears. A key feature is that, rather than issuing uniform demands, the team varies its approach according to each delinquent’s circumstances.

The approach is divided according to the delinquent’s situation. Delinquents with the ability to pay are actively encouraged to make voluntary payments, while hardship-related delinquents facing temporary economic difficulties are guided toward installment payments. Furthermore, where necessary, the plan is to link them with welfare services to help resolve the arrears problem at its root. The aim is to go beyond simple collection and examine the underlying causes of the arrears.

The district regards this year as a pilot operation year. Based on the results, it plans to continue the program from next year by expanding the arrears management team’s operating period and dedicated staff. Through this, the district expects to further strengthen its response by arrears type, raise the collection rate, and at the same time broaden a culture of faithful payment.

Mayor Lee Jae-ho said, “Operating the arrears management team goes beyond simply collecting arrears; it is tailored administration that carefully examines the delinquent’s situation,” adding, “We will continue to do our best to ensure fair tax administration and foster a sound tax-payment culture.”
